医疗卫生与健康需求是人民群众的基本需求之一,具有很明显的刚性特征。“没 有全民健康,就没有全面小康”,医疗卫生服务直接关系人民身体健康。随着我国 社会经济持续稳健发展、国民收入水平及健康意识不断提升,医疗卫生与健康需求 也在持续增长。 在1980年国家对非公经济成分进入医疗服务领域的政策放开之后,我国民营 医院经过多年的发展,已经成为医疗服务市场上重要的组成部分。随着新形势下外 部环境的不断变化、市场竞争格局的持续深化,民营医院的生存和发展也面临着越 来越大的挑战。要想在激烈的市场竞争中获得属于自己的位置,关键在于增强民营 医院自身的核心竞争力。对于民营医院来说,核心竞争力就是临床专业技术人才。 构建一套适合自身发展的绩效考核体系,提高民营医院人力资源管理水平,是增强 核心竞争力的根本方法。只有通过有效的绩效考核管理,才能充分调动临床专业技 术人才的积极性和主动性,提高民营医院临床技术水平、增强医疗服务能力,才能 带来良好的经济效益与社会效益。 为了探索民营医院在新形势下如何更好的发展,本文以YX民营医院临床科室 为研宄对象,使用文献研宄法、问卷调查法、德尔菲法和层次分析法,分析了YX 民营医院临床科室绩效考核方案存在的问题及产生的原因,并优化设计了新的YX 民营医院临床科室绩效考核方案。 本文首先介绍了本研宄当前所处的时代背景和研究意义、国内外研宄现状、绩 效考核相关理论和方法等内容。接着基于平衡计分卡(BSC)的四个维度和疾病诊 断相关分组(DRGs)的相关核心指标,构建了YX民营医院临床科室适应新形势 发展的综合绩效考核指标体系。然后为了保障方案的实施,提出了四个保障措施。 最后总结本文的研宄,展望未来的研宄方向,进一步评估和完善YX民营医院临床 科室绩效考核方案。 民营医院建立和完善绩效考核制度,可以促进实现医院发展战略、提升医院综 合实力、增强医院市场竞争力。以YX民营医院临床科室为研究对象,发现并解决 绩效考核存在的问题,有利于YX民营医院的战略发展,同时还能够为其他类似的 医院优化绩效考核方案提供借鉴。 关键词:绩效考核;民营医院;临床科室;平衡计分卡;疾病诊断相关分组(DRGs) I 硕士学位论文 MASTER'STHESIS Abstract Medicalcareandhealthdemandisoneofthebasicneedsofthemasses,with obviousrigidity.”Withoutthehealthofthewholepeople,thereisnocomprehensive well-off9,medicalandhealthservicesaredirectlyrelatedtopeople'shealth.Withthe sustainedandsteadydevelopmentofChina'ssocialeconomy,nationalincomeleveland healthawareness,thedemandformedicalcareandhealthisalsogrowing. Since1980,thepolicyliberalizationofnon-publiceconomyintothemedicalservice field,privatehospitalsinChinahavebecomeanimportantpartofthemedicalservice marketafteryearsofdevelopment.Withtheconstantchangeoftheexternalenvironment andthedeepeningofthemarketcompetitionpatternunderthenewsituation,thesurvival anddevelopmentofprivatehospitalsarealsofacingmoreandmorechallenges.Togeta beneficialpositioninthefiercemarketcompetition,thekeyistoenhancethecore competitivenessofprivatehospitals.Forprivatehospitals,thecorecompetitivenessis clinicalprofessionalandtechnicalpersonnel.Itisthefundamentalwaytoenhancethe corecompetitivenesstobuildasetofperformanceappraisalsystemsuitableforitsown developmentandimprovethehumanresourcemanagementlevelofprivatehospitals. Onlythroughtheeffectiveperformanceappraisalmanagement,canfullymobilizethe enthusiasmandinitiativeofclinicalprofessionals,improvetheclinicaltechnologylevel ofprivatehospitals,enhancetheabilityofmedicalservices,canbringgoodeconomic andsocialbenefits. Inordertoexplorehowtobetterdevelopprivatehospitalsinthenewsituation,this thesistakesclinicaldepartmentsofYXprivatehospitalastheresearchobject,with literatureresearch,questionnairesurvey,Delphimethodandanalytichierarchyprocess (Ahp),summarizesandanalyzestheexistingproblemsinthecurrentperformance appraisalprogramoftheclinicaldepartmentsofYXprivatehospital,andoptimizesthe designofanewclinicaldepartmentsperformanceappraisalprogramofYXprivate hospital.
