改革开放以来,再生资源企业在政策的支持下迅猛发展,这些企业多数为家 族企业,由于历史的原因往往没有制定成型的发展战略,而且随着全球一体化, 企业之间竞争的日趋激烈,没有发展战略给企业造成的后果是难以想象的,沈阳 宋氏集团公司是同类企业中的典型代表,公司具有民营、家族企业、集团公司、 再生资源公司等多重属性,没有发展战略,如何为公司制定适合未来发展的战略 就成为一个值得研究的课题。 论文以沈阳宋氏集团公司作为实例研究,首先对大量国内外学者在发展战略 和再生资源方面的相关理论和文献进行梳理,运用 PEST 和 SWOT 分析工具对公 司面临的战略环境进行分析,认为公司存在研发能力不足、组织结构不合理、监 督管理机制不完善等问题,究其实质还是由于公司没有发展战略带来的发展方向 不明的连动效应。论文针对公司如何制定发展战略这一课题,通过详实的理论分 析给予公司处于发展阶段的判断,对公司做出了总体战略采用纵向一体化、业务 战略采取成本领先的战略选择,为公司在生产、研发、营销、财务、人力资源等 职能部门制定部门战略,为保障职能战略的有效实施,提出了组织架构、资金使 用、企业文化、品牌建设、人力资源管理五方面的保障措施。 论文研究认为,沈阳宋氏集团公司应该在一体化战略发展态势思想引领之下, 制定发展战略,通过扩大生产规模、在产业链上扩展业务领域、合理使用人力资 本、完善各项财务制度,占有市场份额,在行业内取得领先地位。同时,论文将 成为企业发展战略研究上的完善和补充,也将对同类公司在发展战略的制定上起 到一定的借鉴作用。 关键词:再生资源, 集团公司,发展战略,保障措施III Research on the development strategy of Shenyang Song Group Company Abstract Since the reform and opening up, renewable resources enterprises have developed rapidly with the support of policies. Most of these enterprises are family enterprises, and because of historical reasons, they often do not have a formed development strategy. With global integration, competition between enterprises is becoming more and more intense. The consequences for a company without a development strategy are unimaginable. The Shenyang Song Group Company is a typical representative of similar companies. The company has multiple attributes such as private, family business, group company, and renewable a company. Making a strategy suitable for future development has become a subject worthy of study. Taking Shenyang Song Group Company as an example, this paper first combs the relevant theories and documents of a large number of domestic and foreign scholars in development strategy and renewable resources, and uses PEST and SWOT analysis tools to analyze the strategic environment faced by the company. This paper aims at the topic of how to formulate the development strategy, gives the company the judgment in the development stage through the detailed theoretical analysis, makes the overall strategy to adopt the vertical integration, the business strategy adopts the cost leading strategic choice, formulates the department strategy for the company in the production, research and development, the marketing, the finance, the human resources and so on function department, in order to guarantee the function strategy effective implementation, proposes the organization structure, the fund use, the enterprise culture, the brand construction, the human resources management five aspects safeguard measures.IV The research of this paper holds that Shenyang Song Group Company should, under the guidance of the thought of integrated strategic development situation, formulate the development strategy, and gain the leading position in the industry by expanding the scale of production, expanding the business field in the industrial chain, reasonably using human capital, perfecting various financial systems. At the same time, the paper will become a perfect and supplement to the research of enterprise development strategy, and will also play a certain reference role in the formulation of development strategy for similar companies.
