随着现代企业的不断发展以及经济增长速度的加快，企业内部控制与风险管理水平 应随之增高。在这样的背景下，全面风险管理的理念应运而生。企业进行全面风险管理 的目的在于对企业的日常业务进行维持和保护，将风险管理贯穿于企业日常管理的每个 环节中，并制定企业全面风险管理目标。自2017年以来，HS电力公司采取了“实时响 应与协调管理”的管理方式，积极推动企业进行风险管理，以期为公司提出全面风险管 理的控制策略。 论文从全面风险管理的相关理论出发，分析HS电力公司风险管理的现状，并运用 关键点分析和调查研究等研究方法对HS电力公司的风险管理现状进行全面分析，总结 HS电力公司风险管理工作取得的成果以及存在的问题。在此基础上，论文采用VaR法、 风险监控指标分析以及层次分析法对HS电力公司可能发生的重大风险进行评估，分析 HS电力公司进行风险管理的重点。进而为HS电力公司构建全面风险管理体系，从全 面风险管理的角度建立公司组织架构，协同工作机制，建设风险监测机制、风险管理保 障机制和风险评估机制，使其形成全面风险管理体系，以提高HS电力公司的全面风险 管理水平。本文的研究对HS电力公司进行全面风险管理体系的构建具有重要意义，可 以提高HS电力公司进行风险控制的前瞻性能力，实现HS电力公司从“合规目标”向“合 规+效率目标”逐渐过渡，使得HS电力公司在风险管理和内部控制中最大程度地实现风 险的识别和应对，具有非常重要的理论和现实意义。同时，本文对于其他电力公司在风 险管理的过程中建设全面风险管理体系也具有一定的借鉴作用。 关键词：全面风险管理；重大风险；体系构建 哈尔滨工程大学工商管理硕士学位论文 II Abstract With the continuous development of modern enterprises and the acceleration of economic growth, the level of enterprise internal control and risk management should increase accordingly.
