安全管理具有复杂性和系统性的双重特点,安全生产是企业运营的基础,没 有安全就没有生产,然而,安全问题也是企业运营过程中难以消除的问题,存在 于企业生产经营发展的全过程。作为我国重点行业,机械制造业为我国经济注入 了一股强大的动能,但与此同时该行业安全事故频发,具有高风险的特质。伴随 着时代的发展,企业的经营理念也在不断更新,越来越多的企业在追求经济利益 的同时将关注的重点放在了安全管理领域,并逐渐形成了“以人为本”的经营理 念和安全管理理念。当前依据现有的国际安全标准,我国许多企业已经建立或者 正在着手建立安全管理体系,但是总体来看我国的安全管理绩效还不够完善,主 要表现为以下五个层面:概念有待明晰、关注重点放在事后对于安全事故的处理, 缺乏前瞻性和预警性思维、安全绩效考核结束后对结果疏于重视,且对于考核中 出现的问题在事后也不加以完善和处理、安全绩效考核指标体系不够完善,存在 缺乏科学性和系统性的特点以及安全绩效反馈机制有待完善,这些都是摆在各类 企业面前亟待解决的难题,对于安全管理绩效展开研究是很有必要的。 本论文基于KPI理论对于ZB装备制造有限公司安全管理绩效提升策略展开研 究。KPI主要用来衡量员工的工作表现,并在此基础上可进行量化分析,是公司绩 效管理的关键一环。ZB装备制造有限公司属于建材机械设备制造企业,相比于其 他行业,机械设备制造类企业一线员工在工作时面临许多未知风险,目前该公司 的安全管理绩效还不够完善,有待改进。本文首先针对国内外企业关于安全管理 绩效的研究现状进行了论述并加以评述,并介绍了安全管理绩效、KPI的相关理论 内容,为全文做理论铺垫。接下来,本论文主要对ZB装备制造有限公司展开研究, 介绍了该公司的基本概况、安全生产概况以及安全管理绩效的现状,分析该公司 安全管理绩效存在的问题,目前该公司主要存在绩效管理目标不明确、绩效指标 缺乏可衡量性、绩效指标缺乏可实现性、绩效指标与工作缺乏相关性以及绩效考 核周期不明确的问题,这些问题产生的原因包括总体安全绩效目标未分解形成责 任到人的绩效管理目标;绩效指标未围绕事故率、隐患提报、培训宣传等内容进 行量化;绩效目标由上级领导直接制定,员工执行存在抗拒性;安全绩效目标为 额外附加,日常工作未涉及,绩效完成情况缺少核实;总体目标值存在年度考核 湖 北 工 业 大 学 硕 士 学 位 论 文 II 周期,阶段性目标缺少完成时间要求。最后,根据ZB装备制造有限公司的实际情 况,本文基于KPI理论为该企业完善安全管理绩效提供可供参考和借鉴的绩效考 核指标体系,具体措施包括优化KPI指标体系,领先指标与事后指标并重;设定 合理绩效考核周期并明确考核对象;制定详细考核及激励细则与审计办法,确保 考核及激励严格落地;注重考核的结果反馈;对绩效考评结果进行分析,落实改 进措施。 关键词: 安全管理;安全绩效;KPI;ZB装备制造有限公司;绩效考核 湖 北 工 业 大 学 硕 士 学 位 论 文 III Abstract Security management has complex and systematic characteristics.
