目前我国大多数国有企业缺乏核心竞争力,管理水平达不到国际 化市场标准,防范风险及控制的能力较低。因此,国有企业管理者逐 渐认识到,在现代化企业管理工作中,绩效管理对于促进企业经营发 展的重要性,绩效管理在国有企业的重视性也得到不断提升。为了适 应国有企业的战略发展,国有企业管理者逐渐引入绩效管理思想和运 用绩效管理相关工具,建立与企业发展相匹配的绩效管理体系,以利 于国有企业管理者制定科学决策依据、员工实现自我价值,实现企业 与员工的共赢。 本文以HNTY公司的绩效管理作为实例进行研究,通过问卷调查 访谈对HNTY公司绩效管理现状进行分析,得出HNTY公司绩效管理中 存在的问题,并提出符合HNTY公司发展的绩效管理优化对策。首先, 本文充分查阅了有关理论文献和绩效管理相关知识和方法,为全文研 究做了理论铺垫;紧接着分析了HNTY公司绩效管理的现状,通过相 应的方法以及问卷调查和访谈,对目前公司绩效管理存在的问题进行 细致的研究,发现主要存在绩效管理与公司战略目标脱节、绩效考核 指标设置不合理、绩效管理沟通和反馈缺失、绩效结果应用不足等突 出问题;然后,在问题分析的基础上,本文采用KPI、MBO、360度绩 效评估法等方法,从战略导向绩效管理、绩效考核指标体系、绩效反 馈和沟通、绩效结果应用等方面对HNTY公司绩效管理进行了优化设 计;最后,从激励全员参与绩效管理、配备强有力的人力资源部门、 打造以绩效为导向的企业文化、成立绩效管理机构、配备绩效管理相 应资源等方面提出保障措施。 关键词:HNTY公司,绩效管理,优化 II ABSTRACT Atpresent,moststate-ownedenterprisesinChinalackcore competitiveness,themanagementleveldoesnotreachtheinternational marketstandards,andtheabilitytopreventrisksandcontrolislow. Therefore,state-ownedenterprisemanagershavegraduallyrealizedthat inthemodernenterprisemanagementwork,theimportanceof performancemanagementtopromotethedevelopmentofbusiness management,theimportanceofperformancemanagementinstate-owned enterpriseshasalsobeencontinuouslyimproved.Inordertoadapttothe strategicdevelopmentofstate-ownedenterprises,state-ownedenterprise managersgraduallyintroduceperformancemanagementideasanduse performancemanagementrelatedtoolstoestablishaperformance managementsystemthatmatchesthedevelopmentofenterprises,soasto helpstate-ownedenterprisemanagerstoformulatescientific decision-makingbasisandemployeesrealizeself-worth.Toachievea win-winsituationbetweenthecompanyanditsemployees. ThispapertakesHNTYCompany’sperformancemanagementasan exampletoconductresearch,andinvestigatesthecurrentsituationof HNTYCompany’sperformancemanagementthroughfieldinvestigation, interviewsandquestionnaires,anddrawstheproblemsinHNTY Company’sperformancemanagement,andproposestomeetthe developmentofHNTYCompany.Performancemanagementoptimization strategies.Firstofall,thispaperhasfullyconsultedtherelevant knowledgeandmethodsrelatedtotheoreticalliteratureandperformance management,andmadeatheoreticalfoundationforthefull-textresearch. ThenthispaperanalyzesthecurrentstatusofHNTYCompany’s performancemanagement,throughthecorrespondingmethodsand questionnairesandinterviews,thecurrentcompanyTheproblemsin III performancemanagementarestudiedindetail,anditisfoundthatthere aremainlyoutstandingproblemssuchasthedisconnectionbetween performancemanagementandcorporatestrategicobjectives,thelackof appropriateperformanceevaluationindexsystem,thelackof performancemanagementcommunicationmechanism,andthe insufficientapplicationofperformanceevaluationresults.Basedonthe analysisoftheproblem,thispaperusesKPI,MBO,360-degree performanceevaluationmethodandothermethodstooptimizethe performancemanagementofHNTYCompanyfromtheaspectsof strategic-orientedperformancemanagement,performanceevaluation indexsystem,performancefeedback,andapplicationofperformance results.Thispaperproposessafeguardmeasuresfortheperformance managementoptimizationprogramfromtheaspectsofperfectingthe humanresourcesmechanism,establishingaperformance-oriented corporateculture,establishingaperformancemanagementorganization, andequippingresourceswithperformancemanagement.
