2016年,随着《“健康中国2030”规划纲要》等一系列文件的颁布,新一轮医药 行业改革的序幕正式拉开,如何在激烈的市场竞争中站稳脚步,成为医药公司发展的新 挑战。企业竞争的核心是人才的竞争,培训作为提高员工素质、能力的有效途径受到越 来越多的关注。基于岗位胜任素质模型的人才培训体系能够帮助医药公司从源头规范培 训流程,动态调整岗位职责,以在岗人员胜任素质特征为参照,提炼人员培训需求,提 高培训针对性,提升培训效率,达到提升企业员工素质和业务水平的目的。 本文通过对X医药公司员工培训体系现状进行分析,发现公司目前存在的问题, 可以从胜任素质视角建立的培训体系中得到有效的解决。基于胜任素质模型的公司培训 体系,可以更有效地从员工个人因素方面找出绩效差距的真正原因,更好地确定培训具 体需求并有效实施培训,进而有力保证和提升培训工作效果。X医药公司基于胜任素质 模型对员工培训进行优化,有效提高企业绩效、增加培训课程的科学化和合理化,建立 高效的员工培训体系,为公司发展提供更为强劲的人力支持。 本文采用文献综述法、问卷调查法指出X医药公司培训体系存在的问题,然后确定 构建胜任素质模型的初步要素,通过行为事件访谈法和专家座谈法进一步筛选构成胜任 素质模型的关键构成,最终形成X医药公司基于胜任素质模型的员工培训优化方案,使 公司的人才培养和公司战略、公司文化相匹配。 关键词:医药公司;优化提升;员工培训体系;胜任素质模型 Abstract I Abstract In2016,withthepromulgateof"healthyChina2030"planningoutlineandaseriesof documents,thenewroundreformofthepharmaceuticalindustrywasofficiallyopened.How tostandfirminthefiercemarketcompetitionhasbecomeanewchallengeforthe developmentofpharmaceuticalcompanies.Thecoreofenterprisecompetitionisthetalent competition.Trainingasaneffectivewaytoimprovethequalityandabilityofemployeeshas attractedmoreandmoreattention.Thetalenttrainingsystembasedonthepostcompetency modelcanhelppharmaceuticalcompaniesstandardizethetrainingprocess,dynamically adjustthepostresponsibilities,refinethetrainingneedsofpersonnel,improvethe participationoftraining,improvetheefficiencyoftraining,andfinallyachievethegoalof improvingthequalityofemployees. ThispaperanalyzesthecurrentsituationofthestafftrainingsystemofXpharmaceutical companyandfindsoutthatestablishingthetrainingsystemfromtheperspectiveof competencycanbettersolvetheexistingproblems.Byestablishingatrainingsystembased oncompetencymodel,therealcauseofperformancegapcanbefoundoutmoreeffectively fromemployees’aspect,anditcanbetterdeterminethespecificneedsoftraining,effectively implementtraining,effectivelyguaranteeandimprovetheeffectoftrainingwork.X pharmaceuticalcompanycanoptimizeemployee’trainingbasedoncompetencymodel, effectivelyimproveenterprise’sperformance,allthishelpthetrainingcoursesbecomemore scientificmorereasonableandfinallyprovidestrongerhumanresourcessupportforthe company'sdevelopment. Thisarticleusesthemethodofliteraturereviewandquestionnairesurvey,pointsoutthe problemsofXpharmaceuticalcompany’strainingsystem,findsoutthepreliminaryfactorsof competencequalitymodel.Byusingbehavioraleventinterviewmethodandtheexpertpanel method,wegetthekeyfactorsthatconstitutethecompetencymodel,andXpharmaceutical company'semployeetrainingoptimizationplanbasedonthecompetencymodelwasfinally formed,itcanbettermeetsthedemandofthecompany'stalentcultivationstrategyandthe company'sculture.
