自实行改革开放 40 多年以来，我国经济发展一直保持着飞速的增长，深化生态文 明建设成为推动我国社会经济发展的重要战略部署之一。生态文明建设不仅是人与自然 和谐共处的基本体现，同时也是实现中国可持续发展的必然选择，其中湿地公园作为城 市生态文明建设的重要构成部分，其开发与建设将会进一步推动生态文明建设的进程， 从而逐步成为促进生态文明建设的重要举措之一。本文通过新疆XX湿地公园项目个案， 基于项目的基本概况、产业发展规划、市场需求、建设的必要性和可行性研究的相关理 论知识及数据分析方法，研究分析了新疆 XX 湿地公园项目的可行性。 首先通过分析研究新疆 XX 湿地公园项目概况、市场需求和发展规划，进一步论述 该湿地公园项目建设的必要性。接着，运用 PESTEL 模型从政治、经济、社会、技术、 环保、法律六个因素对项目建设运营的环境影响进行详细的研究分析，重点对宏观经济 和污染物防治等因素进行了详细的可行性分析，得出国家在政策、法律、经济发展以及 消费观念的改变等方面都为本项目的可行性提供了支撑、奠定了基础的结果。然后，通 过运用财务的相关理论知识分析研究了项目总投资估算、财务数据，盈利能力、盈亏平 衡以及敏感性，最终得出项目在经济、社会、环境以及生态四个方面的效益可行性结论。 最后，通过识别、评估和分析项目的潜在风险，提出了防范和降低潜在风险的各项举措。 综上所述，本文通过详细分析影响项目的环境、资金以及风险等重要因素，提出了 新疆 XX 湿地公园建设的必要性，论述了新疆 XX 湿地公园项目在政策、环境、经济、 生态等各方面的可行性，并为同类项目的投资建设提供了借鉴。 关键词：湿地公园；PESTEL 模型；生态保护；财务分析；可行性研究。Abstract II Abstract Since the implementation of the reform and opening up for more than 40 years, China's economy has continued to maintain rapid growth, and strengthening ecological civilization construction is one of the important strategic plans for our country's economic development. The construction of ecological civilization is not only the basic embodiment which is the harmonious coexistence between nature and man, but also an inevitable choice for achieving sustainable development in China. Wetland park is an important part of urban ecological civilization construction, and its development will further promote the development process of ecological civilization, and gradually become an important measure to carry out the ecological civilization construction. In this article, through the case of Xinjiang XX Wetland Park project and based on the basic situation of the project, industrial development planning, market demand, construction necessity and related theoretical knowledge and data analysis methods of feasibility study, this paper studies and analyzes the feasibility of Xinjiang XX Wetland Park project. First of all, through the analysis and study of the general situation, market demand and development planning of Xinjiang XX Wetland Park project, the necessity of the construction of this wetland park project is further discussed. Secondly, through the use of the PESTEL analysis model from the political, economic, social, technical, environmental protection, legal aspects of the project construction and operation of environmental effect to conduct detailed research and analysis, focusing on the feasibility analysis of macroeconomic and pollutant control and other influencing factors, and it is concluded that the national policy, law, economic development and the change of consumption concept all provide the support and lay the foundation for the feasibility of the project. Then, through the use of financial related theoretical knowledge to analyze and study the total investment estimation, financial data, profitability, break-even balance and sensitivity of the project, and finally draw conclusions on the feasibility of project economic benefits, social benefits, environmental benefits and ecological benefits. Finally, by identifying, estimating and analyzing the potential risks of the project, various measures for preventing and reducing potential risks are proposed. In conclusion, this paper puts forward the necessity of the construction of Xinjiang XX Wetland Park by analyzing the environment, capital and risk of the project in detail, and demonstrated the feasibility of Xinjiang XX Wetland Park project in policy, environmental, economic, ecology and other aspects, and provides a reference for the investment and construction of similar projects.
