摘要 自2010年以来，国家及各级地方政府对城投类企业进行金融活动实施了严 格控制，融资平台面临着前所未见的政策方面限制和来自各方的压力。新的政策 导向主要着力于对财政金融风险进行防控、规范融资平台健康发展，促使平台公 司积极引入市场机制、规范公司的投融资运作等。XC县城投公司便是众多城投 类企业中的一个，因此也面临着转变发展方式，进行战略转型的难题。 本研究以XC县城投公司为研究对象，采用SPS案例研究方法，以企业动态 能力为研究视角，揭示了XC县城投公司战略转型推进过程。本文侧重通过半结 构化访谈的方式获得生动鲜活的一手资料，同时结合多种途径收集到的二手资 料，根据企业战略转型过程中的战略转型分析、战略转型选择、战略转型执行三 个阶段，采用分级别编码的方式对相关数据进行处理，分析这三个阶段不同的动 态能力是如何推进公司战略转型的顺利进行，得出XC县城投的动态能力由环境 感知能力、战略选择能力、资源重构能力构成，并一一对应转型的三个连续阶段。 最后，本文通过采取转型式建模的方式构建基于动态能力的XC县城投公司战略 转型模型。 本研究通过对XC县城投战略转型三个阶段动态能力构成要素以及与战略 转型之间关系的分析，最终得出基于动态能力的XC县城投的战略转型就是其在 借助环境感知能力充分感知经营环境发生重大变化的情况下，通过积极调动自身 的战略选择能力对经营战略进行方向性的调整，并通过完善组织架构等方式为转 型提供有效助力，从而使其能够克服经营危机的过程。本文从动态能力的视角研 究XC县城投战略转型问题，为认识和解释同类投资企业的战略转型现象提供了 一个全新视角，也为面临转型的同类型公司采取转型措施提供了一定的参考依 据。 关键词：城投公司；战略转型；动态能力 V 附件5.英文摘要 Abstract Since2010,thestateandlocalgovernmentshavestrictlycontrolledtheloansof urbaninvestmententerprises.Financingplatformsarefacingunprecedentedpolicy pressuresandrestrictions.Newpolicieshavefocusedonpreventingandcontrolling financialandfinancialrisks,standardizingthedevelopmentofplatforms,andurging platformcompaniestointroducemarketmechanisms,standardizeinvestmentand financingoperations,andchangedevelopmentmodes.XCCountyInvestment Companyisoneofurbaninvestmententerprises,soitisfacedwiththedifficult problemofchangingdevelopmentmodeandcarryingoutstrategictransformation. ThispaperusesSPScasestudymethodtostudythestrategictransformationof XCCountyInvestmentCompany.Throughtheanalysisofthedynamiccapability compositionandstrategictransformationprocessofinvestmentcompaniesofthe county,thetransformationmodelisestablished,andtheinfluencemechanismof dynamiccapabilityofXCCountyinvestmentcompanyonstrategictransformationis obtained.Thispaperobtainsvividfirst-handinformationbymeansofsemi-structured interview,andcollectsecond-handinformationinavarietyofwaysatthesametime. Accordingtostrategictransformationanalysis,strategictransformationchoice, strategictransformationperformanceintheprocessofstrategictransformation,this paperuseshierarchicalcodingtodealwiththerelateddataandanalyzesthethree stagesofdifferentdynamiccapabilityhowtopromotethestrategictransformation smoothly.Accordingtotheaboveanalysis,wecanconcludethatthedynamic capabilityofXCCountyInvestmentCompanyincludingenvironmentalperception ability,strategicchoiceability,resourcereconfigurationability,andthethreeabilities arecorrespondtotheconsecutivestagesinstrategictransformation.Finally,thispaper constructsthestrategictransformationmodelofXCCountyInvestmentCompany basedonitsdynamiccapability. ByanalyzingthestrategictransformationprocessofXCCountyInvestment Company,thispaperverifiesthestrategictransformationmodelbasedondynamic VI capability.XCCountyInvestmentCompanystrategictransformationbasedonthe dynamiccapabilityisfullawarenessofchangesinbusinessenvironmentby environmentalperceptionabilityandadjustbusinessstrategybymobilizingthe abilitiesofstrategicchoice.Finally,thecompanydevelopsitsorganizationtoprovide effectivehelpfortransformation,sothatitcanovercometheprocessofbusinesscrisis.
