改革开放四十年来,我国经济得到了迅速的发展,人们的生活水平也有了质 的飞跃。人们的消费观念也开始发生着改变。人们也不再是像之前那样舍不得消 费,还有很多人开始提前消费,在这样的背景下,信用卡消费群体越来越多。我 国第一张信用卡诞生于1986年,如今随着互联网络的发展,信用卡消费也越来 越便捷,人们可以直接通过手机支付软件,就可以使用信用卡进行消费,在我国 人民信用卡使用的普及,各个银行之间的信用卡业务竞争也非常的激烈,很多银 行都打出了“审批快、额度高”的营销广告,但是信用卡作为一种不需要任何的 担保和抵押,所以一旦使用人不等如约偿还信用卡欠款,那么不仅会对发卡银行 的利益产生损害,还会损害特约商户的利益。发卡银行、持卡人以及特约商户之 间形成了一种平和的关系,信用就是其中的纽带,一旦有一方打破了这种平衡, 那么就会给其他两方带来严重打击。所以在商业银行信用卡发展的过程中,风险 管理是非常重要的。商业银行可以通过风险管理,对信用卡业务中存在的风险进 行预防和控制,避免以此产生严重损失。 广发银行石家庄分行是广发银行在河北地区设置的为一一级分行,本文对广 发银行石家庄分行信用卡风险管理进行了研究,在对风险管理、信用卡风险等概 念以及相关基础理论的理解上,深入分析了其中存在的问题及其成因,并针对性 的提出了相应的解决对策以及保障措施。在研究中发现,广发银行石家庄分行信 用卡风险管理主要存在着以下的问题:客户获取阶段审批管理存在漏洞;信用卡 账户管理缺乏严密性;催收管理阶段措施不到位;内部信息共享性差;风险预警 落实有待强化。在进一步的研究中发现,造成这些问题的主要原因在于:客户获 取阶段审批管理存在漏洞信用卡账户管理缺乏严密性催收管理阶段措施不到位, 内部信息共享性差,风险预警落实有待强化。针对广发银行石家庄分行信用卡风 险管理中存在的问题,结合石家庄分行的实际情况,提出了以下完善广发银行石 家庄分行信用卡风险管理的建议:加强客户获取阶段审批管理,完善信用卡账户 管理,强化信用卡延期催收工作,加强银行内部信息共享,落实风险预警措施。 为了让这些完善措施可以顺利的实施,本文研究中还提出了以下保障措施建议: 树立全面的信用卡风险防范理念,完善信用卡方法组织体系,健全信用卡风险控 制制度,更新信用卡风险防范技术,建设专业信用卡风险管理团队。 希望本文的研究可以有效的改善广发银行石家庄分行信用卡风险管理情况, 并且为其他商业银行信用卡风险管理起到一定的借鉴作用,促进我国信用可业务 的蓬勃健康发展。 关键词:风险管理;信用卡风险;全面风险管理 II Abstract Inthepast40yearsofreformandopeningup,China'seconomyhasdeveloped rapidly,andpeople'slivingstandardshavemadeaqualitativeleap.People's consumptionconcepthasalsobeguntochange.Peoplearenolongerreluctantto consumeasbefore,andmanypeoplebegintoconsumeaheadoftime.Inthiscontext, thefirstcreditcardinChinawasbornin1986.Nowadays,withthedevelopmentof Internet,creditcardconsumptionisbecomingmoreandmoreconvenient.Peoplecan usecreditcardtoconsumedirectlythroughmobilepaymentsoftware.Withthe popularizationofcreditcardinourcountry,thecompetitionofcreditcardbusiness amongbanksisalsoveryexciting.Manybankshavemade"fastapprovalandhigh quota"marketingadvertisements,butcreditcardisthemainwaytoconsumeAsa kindofguaranteeandmortgage,oncetheuserdoesnotrepaythecreditcarddebtas agreed,itwillnotonlydamagetheinterestsoftheissuingbank,butalsotheinterests ofthefranchisedmerchants.Thereisapeacefulrelationshipamongissuingbanks, cardholdersandspecialmerchants,amongwhichcreditisthelink.Onceoneparty breaksthebalance,itwillbringseriousblowtotheothertwoparties.Sorisk managementisveryimportantinthedevelopmentofcommercialbankcreditcard. Commercialbankscanpreventandcontroltherisksinthecreditcardbusiness throughriskmanagementtoavoidseriouslosses. ShijiazhuangbranchofChinaGuangfabankisaone-levelbranchsetupby ChinaGuangfabankinHebeiProvince.Thispaperstudiesthecreditcardrisk managementofShijiazhuangbranchofChinaGuangfabank.Basedonthe understandingoftheconceptsofriskmanagement,creditcardriskandotherrelated basictheories,itdeeplyanalyzestheexistingproblemsandtheircauses,andputs forwardthecorrespondingsolutionsCountermeasuresandsafeguardmeasures.Inthe research,itisfoundthatthefollowingproblemsexistinthecreditcardrisk managementofShijiazhuangbranchofChinaGuangfaBank:loopholesinthe approvalmanagementofcustomeracquisitionstage;lackofrigorinthecreditcard accountmanagement;inadequatemeasuresinthecollectionmanagementstage;poor internalinformationsharing;andtheimplementationofriskearlywarningtobe strengthened.Inthefurtherresearch,itisfoundthatthemainreasonforthese III problemsisthatthereareloopholesintheapprovalmanagementofcustomer acquisitionstagecreditcardaccountmanagementislackofstrictcollection managementstagemeasuresarenotinplaceinternalinformationsharingpoorrisk earlywarningimplementationneedstobestrengthened.Inviewoftheproblems existinginthecreditcardriskmanagementofShijiazhuangbranchofChinaGuangfa bank,combinedwiththeactualsituationofShijiazhuangbranch,thispaperputs forwardthefollowingsuggestionstoimprovethecreditcardriskmanagementof ShijiazhuangbranchofChinaGuangfaBank:strengthentheapprovalmanagementof customeracquisitionstage,improvethecreditcardaccountmanagement,strengthen thecreditcardextensioncollectionwork,andstrengthentheinternalinformation sharingofbankstoimplementtheriskearlywarningmeasures.Inordertoensurethe smoothimplementationofthesemeasures,thispaperalsoputsforwardthefollowing suggestions:establishacomprehensiveconceptofcreditcardriskprevention, improvethecreditcardmethodorganizationsystem,improvethecreditcardrisk controlsystem,updatethecreditcardriskpreventiontechnology,andbuilda professionalcreditcardriskmanagementteam. Ihopethisstudycaneffectivelyimprovethecreditcardriskmanagementof ShijiazhuangbranchofChinaGuangfabank,andplayareferenceroleforother commercialbanks'creditcardriskmanagement,andpromotethevigorousand healthydevelopmentofcreditcardbusinessinChina.
