如今我们处在科技高速发展的时代，以往靠自然资源、人力资源发展的经济模 式已经渐渐不适应社会的发展。技术创新成为了各国角逐的新动力，尤其是对于高 新技术企业来说，技术创新能力保持竞争力的关键。作为河北省省会，石家庄的高 新技术企业数量和规模在全省连续多年稳居第一，技术创新能力也在稳步提升。但 正处在转型期的高新技术企业近年来的发展水平如何，与发达地区高新技术企业相 比技术创新薄弱的环节在哪里依旧是石家庄政府及相关部门非常关注的问题，只有 明确了优势与劣势，才能找到未来发展的途径。 首先通过对国内外有关高新技术企业技术创新能力评价理论研究的基础上，明 确界定了高新技术、高新技术企业、高新技术企业创新能力、技术创新的定义；其 次，根据评价指标体系构建的原则，构建了由4个一级指标，8个二级指标，16个 三级指标构成的石家庄高新技术企业技术创新能力评价指标体系，并确定用灰色关 联度分析法对石家庄高新技术企业技术创新能力进行测度；第三，根据建立的指标 体系，对石家庄高新技术企业技术创新现状进行分析，通过与京津两地高新技术企 业技术创新能力进行对比，找出石家庄高新技术企业发展的不足；第四，基于数据 和评价方法对2013-2017年石家庄高新技术企业技术创新能力进行分析，并得出研究 结果；第五，针对对石家庄高新技术企业技术创新能力分析结果，对提升石家庄高 新技术企业创新能力提出对策建议。 关键词 高新技术企业；技术创新能力；评价指标体系；灰色关联度；综合评价 III Abstract Under the rapid development of science and technology, the economic model relied on natural resources and human resources has gradually failed to adapt to the development of society. Technological innovation has become a new engine to compete, especially for high-tech enterprises, which is the key to maintain its competitiveness. Shijiazhuang, as the capital city of Hebei Province, has consistently ranked first in the number and scale of high-tech enterprises for many years, and its technological innovation capability has been steadily improving. During the transition period, the development level of high-tech enterprises in recent years and the weakness in technological innovation compared with high-tech enterprises in developed regions are still issues of great concern to Shijiazhuang government and relevant departments. Only by clarifying the advantage and disadvantage can we find a way to develop in the future. Firstly, under the research on the evaluation of technological innovation capability of high-tech enterprises, the paper defines the concept about the high-tech, high-tech enterprises, technological innovation and innovation capability. Secondly, according to the principle of constructing the evaluation index system, the paper builds the evaluation index system of Shijiazhuang high-tech enterprises' technological innovation capability, which includes 4 first-class indexes, 8 second-class indexes and 16 third-class indexes, and also uses gray correlation analysis method to measure the technological innovation capability. Thirdly, according to the index system, the paper analyzes the technological innovation’s current situation of enterprises in Shijiazhuang, and finds out the dis advantages of high-tech enterprises in Shijiazhuang by comparing with Beijing and Tianjin. Fourthly, the paper makes a comprehensive analysis on the technological innovation capability of Shijiazhuang high-tech enterprises from 2013 to 2017 basing on data and evaluation methods, and finds out results. Fifthly, according to the analysis results of the technological innovation capability of Shijiazhuang high-tech enterprises, the paper puts forward measures and suggestions to improve the Shijiazhuang high-tech enterprise’s innovation capability.
