I 摘要 科学技术是推动社会经济不断前进的动力,企业的发展更是离不开科学技术 的进步。对于许多企业来说,关键核心技术的掌握与否、技术创新 的速度快慢直接 决定着企业的生死存亡。民爆行业是国民经济的基础,因其安全管控严格,早期市 场开放程度较低,发展方式粗放,行业格局总体呈“小、散、低”状态,创新 意识 差,核心竞争力不强。C民爆公司作为民爆行业领军企业,成立初期依靠先进的混 装炸药技术一路攻城略地,取得了长足的发展。但近年来,由于放松了对技术创新 的要求 ,C民爆公司出现了如盈利水平下降、成熟技术人员流失、大量科技成果难 以转化、关键技术被对手超越等问题,需要引起警惕,并尽快扭转局面。 为解决上述问题,本文针对C 民爆公司技术创新管理情况开展研究,重点围 绕C民爆公司关切的技术创新能力培养和提升问题,通过科学评价,找出其技术 创新能力不足的地方,提出管理提升建议,以改进技 术创新管理绩效。首先,系统 梳理了技术创新的概念、特点、动力机制,以及技术创新能力的概念、评价方法等 相关基础理论。然后,结合国内民爆行业发展现状及特点,从洞 析问题的能力、预 见未来的能力、知识管理的能力、内/外部协同的能力、文化管理的能力、价值创 造的能力六个方面考虑,建立了一套由6个一级指标、11个二级指标、41个三 级 指标组成的技术创新能力评价指标体系,选择模糊层次分析评价模型,设计了调查 问卷。邀请对C民爆公司技术创新管理工作较为了解的相关人员参与调查,检验 了问卷的信 度和效度,进行了描述性统计。再运用模糊层次分析法,通过问卷调查 获取的基础数据,计算得到了量化的评价结果。根据综合评价得分,C民爆公司技 术创新能力属于“较好” 水平,但得分位于较好水平判别区间中的低位,稍不注意 便会降至一般水平,需要警惕,应采取措施予以进一步提升。 本文针对这些问题提出了相应的技术创新能力培养和提升 建议:C民爆公司 应当保持敏锐的问题洞察能力;要科学谋划技术创新未来;要高度重视知识管理的 作用;要强化内、外部协同创新能力;着力打造技术创新文化;要突出技术创 新的 价值创造能力。 关键词:民爆行业;技术创新能力;模糊层次分析法 Abstract II Abstract Science and technology are the driving force for socio-economic progress. The development of enterprises is inseparable from the progress of science and technology. For many companies, the mastery or not of key technology or the speed of technological innovation maybe directly determine the life or death of them. Civil blasting industry is the foundation of the national economy. Because of its strict security governance, it has a less open market and an extensive development model. The overall industry pattern is "small, scattered and low". And at the same time, it has a poor sense of innovation and weak key competitiveness. As a leader in the civil blasting industry, C civil blasting company opens up lots of markets in its early days, relying on the advanced mixed explosive technology which make it a huge development. But in recent years, some phenomena appear in C civil blasting company as the requirements for technological innovation have been relaxed, such as the declining profitability, loss of mature technicians, inconvertibility of large numbers of scientific and technological achievements, and it has been overtaken by its opponents in the aspect of key technology. C civil blasting company needs to be vigilant and turn things around as soon as possible. In order to solve these problems, this article researches on the technological innovation management of C civil blasting company, focusing on the cultivation and promotion of technological innovation capability concerned by C civil explosive company, through scientific evaluation, finds out the lack of its technological innovation capability, and puts forward management improvement suggestions to improve management performance of technological innovation. First of all, it systematically combs the concept, characteristics, dynamic mechanism of technological innovation, as well as the concept, the evaluation methods of technological innovation capability, and other related basic theories. Then, based on the current situation and characteristics of the development of civil blasting industry in China, this study establishes a set of evaluation index system of technological innovation capability, including six first level indicators, 11 second level indicators and 41 third level indicators, considering the ability of insight, foreseeing the future, knowledge management, internal/external coordination, cultural management and value creation. And the fuzzy analytic hierarchy process evaluation Abstract III model is selected. According on this, a questionnaire was designed, and the relevant personnel who are familiar with the technical innovation work of C civil blasting company were invited to participate in the survey. The reliability and validity of the questionnaire were tested, and descriptive statistics were carried out. Then, by the application of fuzzy analytic hierarchy process, as well as the primary data from questionnaire, quantitative evaluation results are calculated. Through the comprehensive evaluation score, we can see that C civil blasting company's technological innovation capability is at a "good" level. But the score is in the low position of the discrimination interval of this level, which will fall to the general level if C civil blasting company doesn't pay attention. It needs to be alert and takes measures to further improve. In view of these problems, this paper puts forward corresponding suggestions on the cultivation and promotion of technological innovation capability. First of all, C civil blasting company should maintain a keen insight into problems. Secondly, it must scientifically plan the future of technological innovation. Thirdly, it must attach great importance to the role of knowledge management. Fourthly, it must strengthen the ability of internal and external collaborative innovation. Fifthly, it should focus on creating a technological innovation culture. Finally, it must highlight the value creation ability of technological innovation.
