落实保护环境国策,淘汰落后产能,实现产业结构升级,提 高国家工业实力的要求。 本文将绿色技术创新分为两阶段,总结出中国工业企业绿色创新效率的概 念,总结目前存在
的问题及问题的形成原因,构建了评价指标体系,基于SBM 模型与EBM模型计算效率值与M指数,SBM模型计算出来的两阶段效率值分别 为0.563952、0.832041,EBM模型计算出来的
效率值分别为0.563952、 0.832041;并基于静态效率值、动态效率值分别从时间角度、空间角度分别进 行评价。得出结论:(1)SBM模型和EBM模型测算效率值大小基本相同;
(2)第二阶段效率值明显高于第一阶段;(3)绿色技术创新效率在各个区域 之间有着明显的差距;(4)我国大部分省级行政单位M指数大于1。以实证分 析为依据从国家层面和

industrial revolution brought a leap in productivity, but with it came serious environmental and resource problems, but these challenges could be
transformed into opportunities. Green technology innovation is to reverse the worrying situation of transferring industrial activities to the ecological
environment. Green technological innovation still retains the connotation of technological innovation, and it can still help enterprises enhance their
innovation and competitiveness; from the national level, the essence of green technological innovation is to implement the national policy for environmental
protection, eliminate backward production capacity, achieve industrial structure upgrades, and improve the country Industrial strength requirements. This
article divides green technology innovation into two stages, sums up the concept of green innovation efficiency of Chinese industrial enterprises,
summarizes the current problems and the causes of the problems, builds an evaluation index system, and calculates the efficiency value and M index based on
the SBM model and EBM model The two-stage efficiency values calculated by the SBM model are 0.563952 and 0.832041 respectively, and the efficiency values
calculated by the EBM model are 0.563952 and 0.832041 respectively; and evaluated from the perspective of time and space based on the static and dynamic
efficiency values. It is concluded that: (1) The measured efficiency values of the SBM model and the EBM model are basically the same; (2) The efficiency
value of the second stage is significantly higher than that of the first stage; (3) The efficiency of green technology innovation has obvious gaps between
regions ; (4) M index of most provincial administrative units in China is greater than 1. Based on the empirical analysis,it proposes optimization
countermeasures to improve the efficiency of green technology innovation of Chinese industrial enterprises from the national level and the micro level of the
