改革开放 40 年以来，我国国民经济始终保持平稳增长趋势，我国社会不仅全面 实行工业化，并且城市化水平也在加深，尤其是以产业为基础形成的各类产业园区， 在我国区域经济和社会发展的进程中发挥着愈来愈显著的功效，是我国国民经济发展 和城市建设的重要力量和主要空间形式。当前，中国已经进入新时代，如何在新时期、 新形势、新挑战下，将现代产业园的发展与当地区域经济发展相融合，整合相关资源， 提升竞争力，并通过不同类型产业的招商与运营，形成多业态的产业生态链条，以此 推动地区经济健康良好地发展。这既是本文研究的出发点，也是归宿。 本文运用经济学、管理学以及产业园管理相关理论，并结合产业园不同历史阶段 的相关实证数据，以企业主导型的产业园区——HX高端装备综合产业园为研究对象， 开展实证研究。全面论证了 HX 产业园六年来的发展现状、路径、存在的问题以及在 新形势下面临的机遇和挑战，并由此提出创新性发展路径和对策。 研究结果表明，近年来 HX 高端装备综合产业园发展在顶层设计、园区建设、产 业规划调整、以及配套服务上虽取得一定成绩，但从结果来看，其没能实现预期设定 的目标值，经济效益偏低，区域经济发展驱动力不够，园区总体上仍存在诸多问题。 这里既有东北地区近年来经济持续下滑，结构不合理、人才、技术、资金外流等客观 原因，更有如产业定位方向不明确、招商目标不精准、配套产业服务待完善等内部深 层问题。 因此，本文在全面调研论证基础上，对 HX 高端装备综合产业园各种问题进行认 真梳理，并由此提出有针对性的发展对策，为迎接新时代的 HX 产业园综合发展要求， 提供更专业、更高效的园区发展解决方案，给予区域经济发展、同行业其他园区发展 路径，提供有价值的参考意义。 关键词：产业园，发展路径，可持续发展II Research on development path and countermeasures of HX high-end equipment comprehensive industrial park Abstract 40 years since the reform and opening-up policy,China's economy has maintained rapid growth, not only fully into the period of industrialization, and urbanization level is improved greatly, especially on the basis of industry of industrial park as an important force in the national economic development and urban construction and the main space form, in the regional economic and social development plays an increasingly important role. At present, China has entered a new era, how to integrate the development of modern industrial park with local regional economic development under the new period, new situation and new challenge, integrate related resources, enhance competitiveness, and form a multi-industry industrial ecological chain through investment attraction and operation of different types of industries, so as to promote the healthy and sound development of regional economy. This is the starting point and destination of this study. This paper applies economics, management and industrial park management theories, and combines relevant empirical data of different historical stages of industrial park, taking the enterprise-oriented industrial park chuan-HX high-end equipment comprehensive industrial park as the research object, the empirical study was carried out. The development status, path, existing problems and opportunities and challenges faced by HX industrial park in the past six years are comprehensively demonstrated, and innovative development countermeasures are put forward accordingly. The research results show that HX high-end equipment comprehensive industrial park in recent years on the top floor design, construction and industry planning and adjustment, and supporting service quality is a certain achievements, but overall did not achieve the desired effect, economic efficiency is not high, the regional economic development driving force is not enough, the park, there exist many problems in general. There are some objective reasons for the sustained economic decline in northeast China in recent years, such as unreasonable structure, talent, technology and capital outflow, and some deepIII internal problems, such as unclear orientation of the industry, imprecise goal of attracting investment, and incomplete supporting industrial services. Therefore, on the basis of comprehensive research and demonstration, this paper carefully sorted out various problems of HX high-end equipment comprehensive industrial park, and put forward targeted development countermeasures, providing more professional and efficient development solutions for the comprehensive development of HX industrial park in the new era, and providing valuable reference significance for regional economic development and development paths of other industrial parks.
