和谐警民关系关乎社会的稳定，是构建和谐社会的基础。近年来，随着社会内部矛 盾的显性化，警民关系也有进一步紧张的趋势。为此，党的十六大第一次将“社会更加和 谐”作为重要执政目标提出；今年初，温家宝在 2012 年政府工作报告中提出“当前和今 后一段时期，改革的重点领域和关键环节”之一是要“推进依法行政和社会管理创新，理 顺政府与公民及社会组织的关系，建设服务、责任、法治、廉洁政府。”可见党和政府对 正确处理社会矛盾和社会维稳工作的高度重视。 为探索改善警民关系的新渠道和有效方法，本研究以社会学为基础理论，在广泛占有 文献资料和深入实际工作的基础上，综合运用访谈、问卷、个案分析、数理统计、逻辑 推理等研究方法开展有针对性的研究。其中问卷调查选择了民警和社区居民两个群体为研 究对象；民警调查设计了调查提纲和问卷，居民调查选择了个人资料、认知和行为选择等 10 个指标，并运用 SPSS（11.5 简体中文版）统计软件对这 10 个指标进行了聚类分析，通 过因子载荷的方法共分为主观认知、客观因素、个人因素 3 个大类，基本满足课题设计的 要求。 研究认为，“领导者及决策者的认知”对警民共建社区体育文化可行性的影响是主要 因素；“居民参与的积极性”对警民共建社区体育文化可行性起到重要作用；“警察服务 社区工作的效果”直接影响群众参与的热情；“单位参与制”对居民参加警民共建社区体 育文化的积极性有影响；客观制约因素分为人员、经费、时间、场地四个方面，从不同 程度上对警民共建社区体育文化的可行性有影响；认为领导及决策者的认知是解决客观因 素障碍的有效途径的民警占大多数；个人因素影响居民对警民共建社区体育文化的选择， 主要表现在年龄、性别、职业等方面。 并在此基础上，为更好的实现警民共建社区体育文化，提出，建立试点，先行先试； 召开公安扩大会议，具体决策部署；研究社区成员构成情况，提高居民参与热情；共三点 建议。 关键词 和谐社会，警民关系，社区体育文化II Research on the co-construction of community sports culture’s feasibility between police and public in the theory of harmonious society ——Take the Sanming qiaoxi community and the Xiamen Jinshan community as the case Abstract Harmonious relationship between police and public is the foundation of constructing harmonious society. In order to explore new channels of improving relations between police and public, This study is a foundation with sociology theory, on the basis of extensive literature and practical work, Comprehensive use interviews, questionnaires, case analysis, mathematical statistics, logical reasoning and other research methods to carry out targeted research. The questionnaire were selected police and community residents in two groups as the object of study; the police investigation and design the questionnaire and the questionnaire survey, residents chose personal information, cognitive and behavioral data10 indexes, and the use of SPSS (11.5 simplified Chinese Edition ) software on the 10 index to undertake clustering analysis, through factor load method is divided into subjective, objective factors, individual factors in 3 major categories, basically meet the design requirements.
