专业技术人员是制造企业人力资源中的核心力量,加强对专业技术员工队伍的建 设和考核是制造企业中一项非常重要的工作。本文结合天业集团实际情况,以该集团专 业技术人员考核方案进行改进、重建为主题,在对该集团现行专业技术人员绩效考核管 理中存在问题及其原因剖析的基础上,运用人力资源管理中有关绩效考评的理论和系统 工程中的层次分析法,就天业集团的专业技术人员的考评指标的选取、考评体系的量化 与计算、考评结果的应用等方面进行研究与探讨。 本文研究结果表明,天业集团现行的专业技术人员绩效考核制度存在着考核不全 面、信息反馈差、考核流于形式、考核指标不尽合理以及未能有效考虑到企业技术人员 的技术特殊性等问题,为此,本文分别从改进的基本原则、完善业绩考核制度制定流程、 考核指标及权重的确定、考核结果的运用等角度进行阐述,最后分别从提高思想认识, 建立绩效考评方案推进计划、注重专业技术人才队伍建设、建立适宜专业技术人才成长 的机制等角度提出了改进方案的保障措施。 关键词,专业技术人员;绩效考核;天业集团天业集团专业技术人员绩效考核方案研究 Abstract Manufacturing enterprises is an very important professional and technical personnel working in human resources. It is the key work to construction and assessment the Manufacturing enterprises. Aim to improve and rebuild the Method of Professional skill worker in this paper. The paper firstly Analysis the problems in the current assessment and its reason. Then using the human resources management related performance appraisal theory and systems to research and discussion how to reconstruct the professional and technical personnel work, including the evaluation indicators’ selection、quantification and calculation about the evaluation system and the application of evaluation results. The results of this paper indicate that there are several problems in the existing professional and technical personnel performance appraisal system, such as not-comprehensive assessment, poor information feedback, mere formalistic evaluation, unreasonable examination and the failure to take the technical problems such as special properties of the enterprise technical personnel into account. Therefore, this paper processes its explanations from the views of basic principles, improving and perfecting the system performance formulation process, determining the weighing values of assessment indexes and the use of the assessment results, respectively. Finally, the research puts forward the safeguards of improvement scheme, concerning with improving ideological understanding, establishing performance effect evaluation scheme propulsion plan, paying attention to the construction of the contingent of professional and technical personnel, establishing appropriate professional and technical personnel growth mechanism.
