作为一种能源,风能比较清洁,不会排放污染空气的气体,也不会因为能源 价格上涨而引起使用成本的增加。和其他形式的能源相比,风能除了对环境比较 友好,还能够带来比较好的社会效益。自从风力发电开始出现,就己经受到相关 部门的重视,我国可再生能源法对这种发电形式给予一定的鼓励,在这种情况下, 风力发电将会得到长远的发展,通过这种形式的发电方式,石油、煤炭等能源的 利用数量将会显著的减少,对于我国能源结构的优化具有重要的作用。从总量的 角度来说,我国具有充足的风能资源,具有很大的潜力。但和其他发电项目相比, 风电项目具有比较高的初始资本,维修也比较困难,电网系统的调峰也比较困难, 这对企业经济效益的获得具有重要的不利影响。基于以上的背景,对于新能源企 业来说,研究风电项目成本降低的因素,继而使电的成本降低,为风电产业的良 好发展提供一定的保障,是具有研究意义的新课题。 本文的研究对象是H公司A风电项目,在我国的电力经济需要进行一定的改 革背景下,对企业发展环境和企业成本管控现状进行分析,对风电场建设项目的 成本进行研究,进而介绍了风电企业的成本控制方法,在对实际项目、既定数据 进行充分分析的基础上,将全生命周期管理分析法与风力发电公司成本控制相结 合,对风力发电项n的成本组成和影响因素进行分析,并根据项目的成本结构, 从项目开发阶段、建设阶段、运营阶段对项n各阶段成本管控面临的问题进行研 究,并结合以上问题,从项目开发、建设、运营等几个阶段对控制成本的方法进 行研究。基于以上的研究,对风力发电成本的方法进行了探讨。在本文中,从风 力发电项目的整个流程中对项目成本的控制方法进行研宄,并使资金的使用效率 得到显著的提高,在降低成本的基础」:,使发电量得到站著的增加,使项目的收 益率得到提高,鉴于成木估算体系还不健全,本文的研宄能够促进风电成本的控 制,为项丨丨的成木控制提供-定的指 关键词:风力发电公A项目成本管理;全生命周期管理分析 ISTUDYONCOSTMANAGEMENTOFWINDPOWER PROJECTOFHCOMPANYA ABSTRACT Asakindofenergy,windenergyisrelativelyclean,willnotemitairpollutiongas, andwillnotcausetheincreaseinthecostofusebecauseoftheriseinenergyprices.
