我国可行性研究工作起步于改革开放之后，其基础一是依靠总结 建国以来经济建设实践教训，二是学习国外发达国家的先进经验。经 过长年的实践完善，已经成为工业项目建设中的重要部分，也是项目 建设前期必不可少的重要内容之一，也是投资决策的重要依据。进行 可行性研究，已经成为在项目投资决策之前的共识。我国在这方面的 工作取得了一定的成绩，但在工作实践中仍有很多问题。本文选取某 矿投资建设年产 80 万吨磷矿项目的实例具体分析了项目可行性研究 中存在的几个问题，阐述了可行性研究对工程项目建设成败至关重要 的作用。 可行性研究是项目确定建设前，对拟建项目全面的技术、经济分 析，具有决定性意义。在投资管理中，其是指对拟建项目有关的经济、 技术、自然环境、社会等的调研与分析，以及建成后社会、经济效益 的预测。与此同时，综合论证项目财务是否盈利、经济是否合理、技 术是否先进，以及是否具有建设的条件和必要性。由于工程建设项目 固有的特性，投资额巨大，易受多方面影响等特点，使得其投资风险 较高，所以一旦决策失误将会给投资者带来巨大经济损失。为避免投 资的盲目性，投资人已把该研究作为工程项目开发过程中的重要组成 部分，成为建设项目投资决策的重要依据。因此，要推进设计技术进 步，确保投资收益，就必须坚持做好项目的可行性研究工作，这对节 省投资，提高项目建设质量，维护社会公众利益和国家利益不受损失 具有重要的意义，也是保证工程项目按计划建成以及投产后生产经营 效益的重要手段。 全文共分为四个部分，第一部分为绪论，主要介绍本文的选题背II 景以及国内外研究现状；第二部分为建设项目可行性研究相关概述， 包括可行性研究的定义、目的、内容及其必要性；第三部分为建设项 目可行性研究的实证分析，通过实际案例分析可行性研究中的常见问 题；第四部分是针对可行性研究过程中存在的相关问题，所提出的政 策建议。 本文主要采用规范性分析与实证分析相结合、定量分析与定性分 析相结合的方法，并通过查阅大量的文献资料，描述了可行性研究的 概念及国内外发展现状，比较国内外工程项目于此的差异，结合案例 具体分析了在实践中存在的问题和产生的原因，并提出解决问题的对 策和建议。 关键词，项目可行性研究 发展现状 存在问题 改进对策III Abstract Since the beginning of reform and opening up, China has made a feasibility study on the basis of summing up the experience and lessons of economic construction and the study of foreign advanced experience.
