我国可行性研究工作起步于改革开放之后,其基础一是依靠总结 建国以来经济建设实践教训,二是学习国外发达国家的先进经验。经 过长年的实践完善,已经成为工业项目建设中的重要部分,也是项目 建设前期必不可少的重要内容之一,也是投资决策的重要依据。进行 可行性研究,已经成为在项目投资决策之前的共识。我国在这方面的 工作取得了一定的成绩,但在工作实践中仍有很多问题。本文选取某 矿投资建设年产 80 万吨磷矿项目的实例具体分析了项目可行性研究 中存在的几个问题,阐述了可行性研究对工程项目建设成败至关重要 的作用。 可行性研究是项目确定建设前,对拟建项目全面的技术、经济分 析,具有决定性意义。在投资管理中,其是指对拟建项目有关的经济、 技术、自然环境、社会等的调研与分析,以及建成后社会、经济效益 的预测。与此同时,综合论证项目财务是否盈利、经济是否合理、技 术是否先进,以及是否具有建设的条件和必要性。由于工程建设项目 固有的特性,投资额巨大,易受多方面影响等特点,使得其投资风险 较高,所以一旦决策失误将会给投资者带来巨大经济损失。为避免投 资的盲目性,投资人已把该研究作为工程项目开发过程中的重要组成 部分,成为建设项目投资决策的重要依据。因此,要推进设计技术进 步,确保投资收益,就必须坚持做好项目的可行性研究工作,这对节 省投资,提高项目建设质量,维护社会公众利益和国家利益不受损失 具有重要的意义,也是保证工程项目按计划建成以及投产后生产经营 效益的重要手段。 全文共分为四个部分,第一部分为绪论,主要介绍本文的选题背II 景以及国内外研究现状;第二部分为建设项目可行性研究相关概述, 包括可行性研究的定义、目的、内容及其必要性;第三部分为建设项 目可行性研究的实证分析,通过实际案例分析可行性研究中的常见问 题;第四部分是针对可行性研究过程中存在的相关问题,所提出的政 策建议。 本文主要采用规范性分析与实证分析相结合、定量分析与定性分 析相结合的方法,并通过查阅大量的文献资料,描述了可行性研究的 概念及国内外发展现状,比较国内外工程项目于此的差异,结合案例 具体分析了在实践中存在的问题和产生的原因,并提出解决问题的对 策和建议。 关键词,项目可行性研究 发展现状 存在问题 改进对策III Abstract Since the beginning of reform and opening up, China has made a feasibility study on the basis of summing up the experience and lessons of economic construction and the study of foreign advanced experience.
