乌鲁木齐县具有独特的生态环境以及丰富的旅游资源，随着旅游业的日益增 长，旅游业收入在地区GDP占的比例不断上升，已成为脱贫工作的新突发点以及 惠民生的支柱产业。20世纪90年代以来，乌鲁木齐县旅游业以特殊的自然环境为 依托，发展乡村生态旅游。近年来，旅游新业态的出现将乌鲁木齐县旅游业的发 展迅速地提升。乌鲁木齐市旅游局、乌鲁木齐县政府以及县旅游局，在“旅游+” 模式的推动下，提出农业旅游、康乐旅游、休闲旅游以及体育旅游，完善旅游接 待设施和提高服务水平、改路、改水、改厕，大力支持旅游业的发展并获取了一 定的经济利益，旅游业对该区域国民经济的推动作用日益凸显，也得到业界的普 遍认可。然而，旅游业的发展与生态环境之间的相互作用关系到底如何，是理论 界和旅游管理部门一直关心的重要问题。人们在旅游实践过程中发现，旅游开发 力度的不断加强和发展过程会消耗生态资源，不可避免地消耗一些生态资源，旅 游活动日趋频繁也会对生态环境造成一定压力。与此同时，生态环境承载力以及 保护制度也在限制旅游业的发展程度。但是，旅游经济的发展如何影响生态环境， 旅游经济与生态环境能否协调共生，其协调程度及其演变规律如何，这一系列 问题需要从多学科角度进行系统研究。 本文以新疆乌鲁木齐市辖下的乌鲁木齐县为研究靶区，基于耦合理论和生态 经济学研究方法，针对旅游经济与生态环境两个子系统之间的耦合协调问题，对 于研究区进行实地调研，结合以往的相关研究成果，构建适合乌鲁木齐县的评价 指标体系，运用变异系数、综合评价模型以及借鉴物理学的耦合模型，对乌鲁木 齐县 2000-2016 年的旅游经济、生态环境以及两者的协调程度进行评价。通过相 关性分析和主成分分析，得出影响耦合关系的主要因素，并确定生态、经济诸多 因素对旅游经济与生态环境耦合关系的影响机理，为相关对策建议提供科学依据。 结果表明，（1）从旅游经济综合发展指数看，旅游经济综合发展总体呈上升趋 势。旅游经济效益因素对旅游经济综合发展的贡献率最大，旅游经济规模因素的 影响最小，但发展速度极快。（2）从生态环境综合发展指数看，2000-2016 年 乌鲁木齐县生态保护因素和生态环境综合指数发展交错攀升，发展趋势处于一致， 然而生态压力因素逐渐下降。乌鲁木齐县生态环境保护因素 2004 年出现低谷。新疆大学硕士研究生学位论文 III （3）从旅游经济与生态环境综合评价指数看，两者综合评价指数呈波动上升趋 势。测算结果表明，2000-2010 年，发展类型处于旅游经济发展滞后型；2011-2016 年，处于生态环境发展滞后型。（4）从旅游经济与生态环境耦合度与协调度看， 2000-2007 年，处于过度发展时期。乌鲁木齐县旅游经济与生态环境协调处于从 勉强协调下降到濒临失调，从濒临失调再次达到勉强协调的转换时。2008-2016 年，处于协调发展时期，2008 年是二者关系的转折点。两者耦合协调类型从初 级协调转换为中级协调，从中级协调转换为良好协调发展。但 2008-2010 年，全 县旅游经济发展落后于生态环境发展。2011 年以后生态环境发展落后于旅游经 济发展。（5）根据 2000-2016 年的旅游经济与生态环境耦合协调度，对乌鲁木 齐县研究期间的耦合协调发展趋势进行简单的预测，结果表明系统耦合协调发展 较稳定，发展不断变好，预测未来一定时间内的协调发展呈良好协调。（6）以 通过主成分分析提取的五个成分为自变量，构建与耦合协调度之间的多元回归模 型，得出了人均纯收入对耦合系统的贡献最大，造林面积贡献最小的结果。 关键词，乌鲁木齐县；旅游经济；生态环境；协调发展新疆大学硕士研究生学位论文 IV Abstract Urumqi County has a unique ecological environment and abundant tourism resources。With the growing tourism industry, tourism revenue in the proportion of regional GDP is rising, which has become a new emergency point of poverty eradication work and benefiting pillar industry.
