改革开放30多年来我国沿海地区依托海洋优势取得了巨大的经济成就,但 是港口、海岸的建设和维护工程不断增加,由此产生的海洋疏浚泥也迅速增长。 无论是传统的向海洋倾倒疏浚泥还是进行围海造地,都会给海洋环境带来巨大的 负面影响。疏浚泥是一种极具利用价值的资源,国内外都对疏浚泥的资源化利用 进行了研究也取得了一定成果,遗憾的是可以进行产业化操作的技术并不充分。 大力发展绿色、低碳建材是我国“十二五”建材规划的主要发展目标和重点 工程,是我国制造业向低耗能、轻污染和高效率转变的重要环节。通过建材品种 的丰富发展和质量的提升能够实现多种固体废弃物的循环利用并取得了经济效 益和社会效益的双丰收。在当前这种大发展的局面下,实现资源的循环低碳发展 对我国今后的经济和社会发展有至关重要的意义。 本文在可持续发展的背景下,着眼于近海工程疏浚泥的资源化利用这个研究 领域,深入分析疏浚泥处理所产生的各种问题,论证了疏浚泥资源化利用对我国 幵展的海洋经济发展具有的枳极作用,在以往研究的基础上提出利用疏浚泥生产 蒸压砖具有实现产业化生产的可行性。报告从疏浚泥综合利用的政策、环境效益、 市场前景、技术条件、产业化经济效益入手,详细分析了疏浚泥资源化利用具有 现实可行的结论。 报告采用可行性研究、社会效益评价和经济效益评价相关理论和方法对疏浚 泥资源化利用进行了论证,详细分析了当前疏浚泥处理对沿海经济和生态发展的 制约及疏浚泥资源化利用必要性;从我国当前可持续发展战略和转变经济发展模 式角度来看,建设资源节约型和环境友好型国家发展资源循环经济是重点攻关方 向,在立法和政策的扶持上都对废弃物利用有了明确的指示;结合疏浚泥成分提 出以疏浚泥为主要原料辅以其他固体废弃物和原材料生产疏浚泥蒸压砖,通过试 验验证疏浚泥蒸压砖技术可行并具备产业化生产的条件;分析我国建材市场的现 状和发展水平,得出像疏浚泥蒸压砖这样低耗能、低污染、高效益的墙体材料具 有较大的市场空问;模拟建设疏浚泥蒸压砖厂,分析投资和效益指标得出疏浚泥 蒸压砖厂产业化生产具有较好的经济效益。 关键词:海洋疏浚泥,资源化利用,蒸压砖,产业化生产 Feasibility Study on Analysis of Dredged Mud as Building Material Abstract Since 30 years of reform and opening up, China's coastal areas rely on marine advantage made great economic achievements, but the ocean dredgeg mud accompanied with the increasingly construction and maintenance projects on the port is growing rapidly. Whether it is the traditional way to dump the ocean dredged mud or for land reclamation, both of them will give a huge negative impact on marine environment. In fact, the ocean dredged mud is an enormous valuable recycling resources. Now studying on dredged sludge resource utilization at home and abroad were achieved certain results. But unfortunately, for the limitation of immature technology there is no one be used to industrialization operation. Advocated development and use green, low carbon building materials are the key point and main target for building materials reformance described by the 12th Five-Year Plan, also are important links to realise low energy consumption, light pollution and high efficiency of transformation in manufacturing industry. Developing variety and quality of recycling building materials can reduce a variety of solid waste and achieve economic and social benefits. In the current situation, realizing resources low-carbon recycling development has crucial significance on China's future economic and social. In the context of sustainable development, this paper focus on the field of researching the offshore dredging mud resource utilization, in-depth analysis of dredging mud processing problems, and demonstrates the dredged sludge resource utilization for our country to develop the marine economy development has positive effect. Based on previous studies suggested the use of dredged mud production autoclaved brick has feasibility of implementation industrialization production. The paper has concluded the feasible of producing the brick from the dredged mud comprehensive utilization policy, environmental benefit, market prospects, technical conditions, industrial economic benefits. in The feasibility study, evaluation of social benefits and economic benefits evaluation theory are used to analysis the necessity of dredged sludge resource utilization to coastal economy, ecological development constraints and the future dredged sludge resource utilization. From our country current sustainable development strategy and the view of changing the mode of economic development, the construction of resource-saving and environment-friendly development resources recycling economy is the key research direction, and legislation and policies on utilization of waste have clear instructions. Combining with other solid waste, dredging mud can be use as the main materials to produce qualified autoclaved brick. Analysis the current situation of China's building materials marke, there is a a larger market space for dredged mud autoclaved brick that is low energy consumption,low pollution, high efficiency of wall material.Simulation building a dredged mud autoclaved brick factory to analysis of investment and benefit index shows that dredged mud autoclaved brick will produce good economic benefit.
