随着经济的发展，我国工业和信息部公布了《烯烃工业“十二五”发展规划》， 提出到 2015 年，烯烃原料多元化率达到 20%以上。目前原油供应偏紧，导致石油及石 化产品的需求矛盾日益突出，丙烯原料一直供不应求，长期以来依靠进口。而且由于 多种因素造成国际石油价格不稳定，丙烯价格涨幅较大，对我国经济发展和工业建设 带来诸多不便。于企业而言，面临机遇与挑战，如何合理规划、管理和有效储存丙烯 是企业建设与发展的一项重要工作内容。 对辽宁同益石化有限公司丙烯项目的可行性研究，是针对具体实践项目展开的研 究设计，对规范丙烯管理项目、提高公司经济效益、减少资源浪费、优化环境和保障 相关人员的生命安全具有重要的实践意义，同时对其他相关企业对丙烯项目的可行性 研究予以借鉴意义。从理论上看，针对于丙烯项目的可行性研究凤毛麟角，基本处于 空白状态，因此本研究具有较大的理论价值，能为以后的相关研究提供可资参考的依 据。 由于丙烯项目投资金额大、项目周期长、技术性强，而且作为石化项目，需要考 虑对环境的影响，所以，该项目决策是否科学合理不仅关系到本项目的成败，而且关 系到企业的生存。因此，在进行项目决策之前，需要运用项目可行性研究的理论，结 合项目实际情况，从技术、市场、环境、财务等方面对本项目进行科学系统、客观全 面的分析、论证。本文正是在现有研究的基础上，对本项目的可行性进行了研究，主 要包括，（1）通过介绍项目建设单位的概况和项目建设的概况对本项目进行了简单的 介绍；（2）从可行性研究的概念与作用、可行性研究的主要内容、可行性研究的主要 方法三个方面介绍了可行性研究的基本理论；（3）通过分析丙烯产品的市场需求、项 目的建设条件、项目的原料来源与供应以及燃料供应，得出本项目是一个良好的投资 机会，具有广阔的发展前景；（4）从总工艺流程、工艺技术、设备以及自动化三个方 面对进行了分析；（5）分析了本项目对建设地区环境的影响，并提出相应的保护措施， 同时，分析了本项目的水资源利用情况及相应的节水措施，最后，分析了项目实施中 的劳动安全与防护措施；（6）通过将几种组织结构类型进行分析比较，选取了适合本 项目的组织结构类型，并制定了人员配置方案；（7）对本项目的财务基础数据进行了II 科学估算，在此基础上计算相应的财务评价指标与盈亏平衡分析，论证本项目在财务 上的可行性；另外，分析了本项目可能面临的风险。最终，得出本项目是可行的。 关键词， 丙烯项目;可行性研究;项目评价III The Feasibility Study for the Propylene Project of the Liaoning TongYi Company Abstract With the development of economy，The Ministry of industry and information of China published “The Twelfth Five-Year Plan of Olefin industry”. The plan presented that to 2015, Olefin feedstock diversification rate will reach more than 20%.At present, because of tight supply of crude oil, the contradiction between oil and petrochemical product demand is outstanding day by day, so the Propylene raw material has been in short supply, has been relied on imports for long time. But due to a variety of factors causing the international oil price instability, the prices of Propylene has risen for a larger extent.This phenomenon brings a lot of inconvenience to our country's economic development and industrial construction. The enterprises are faced with opportunities and challenges, therefore, rational planning, management and the effective storage of propylene is an important content of the construction and development of the enterprise. The feasibility study for the Propylene project of the Liaoning TongYi company is the research designed for specific practice project. It has important practical significance to standardize propylene project management, improve economic efficiency, the company to reduce the waste of resources, optimize the environment and guarantee the life safety of personnel. And it can give reference to the feasibility study of other relevant enterprises’ propylene projects. From a theoretical point of view, there is hardly any feasibility study of propylene projects. So this study has more theoretical value, can provide the reference basis for the future research. Since the propylene project’s investment amount is large, the project cycle is long, the technology is strong, further more, this project is a Petrochemical Project, therefore, what the project decision is scientific and rational or not is not only related to the project's success or failure, but also related to the survival of enterprises. Therefore, before the project decision-making, we need to use the project feasibility study theory, combined with the actual situation of the project, analysis the project from the technical, market, environmental, financial and other aspects scientifically and objectively. This paper is based on the existing research, studied the feasibility of this project. The main contents of this paper include the following aspects:1. This paper introduced the project through introducing the generalIV situation of the unit of project construction and project construction ; 2.Introducing the basic theory of feasibility study from the concept and function of feasibility study , the main content of feasibility study, the main method of feasibility study and other aspects;3. Through analyzing the market demand of propylene product, the conditions of project construction, the supplies of the raw materials and fuel of project, we conclude that the project is a good investment opportunities, with broad prospects for development;4.From three aspects: total process flow, process technology, equipment and automation the paper analyzed the technical feasibility of project;5. The paper analyzed the environmental effect of this project, and put forward the corresponding protection measures, at the same time, analyzed the water resources utilization of the project and corresponding measures for water saving, finally, analyzed the labor safety and protection measures for the implementation of the project;6, Through the analysis and comparison of several types of organizational structures, we selected the project organizational structure which is optimal;7, we estimated the financial data of the project, and calculated the corresponding financial evaluation index and the profit and loss balance based on data above, and demonstrated the financial feasibility of the project. In addition, the paper analyzed the risk which project may be faced with. Finally, it is concluded that the project is feasible.
