中文摘要 中国的工业化和城市化进程，在很大意义上是发挥中心城市作用，实现有效 的产业集聚，形成市场有机统一的城市群的过程，是区域经济一体化的过程；由 于利益分割和政绩评价的需要，我国的区域经济一体化成了一个充满悖论的过 程，需要以实现战略利益为核心的制度创新。 中国发展的难题在于西部，西部发展的难题在于甘肃，而甘肃发展的关键在 于兰州—白银经济区。该区域是甘肃省发展水平较高、综合实力最强的区域。2009 年 10 月，中共甘肃省委提出了“中心带动、两翼齐飞、组团发展、整体推进” 的区域发展战略；2010 年 5 月，国务院办公厅颁布《关于进一步支持甘肃经济 社会发展的若干意见》明确提出大力支持兰州—白银经济区率先发展，进一步对 兰州—白银经济区的发展提出了更高的要求。 本研究在对国内外区域经济一体化相关理论学习和借鉴的基础上，结合甘肃 省兰州—白银经济区发展的实际，对其区域经济一体化可行性问题进行研究。首 先，阐述了国内外区域经济一体化理论研究进展和相关基础理论，分析该区域经 济一体化的现状和背景；其次，从特殊历史机遇、产业结构对接、空间结构以及 区内跨越式发展的机制体制层面，探讨了兰州—白银经济区的可行性；再次，基 于利益共同体的区域经济一体化的基本思路，提出必须以利益为核心，以建立有 效的利益协调机制为前提，发挥政府的引导作用，形成领导层面共识，推动文化 认同，解决法律障碍，实施一体化规划，建立一体化市场，促进产业集群，落实 组织保证的思路；最后，指出本文的不足及需要进一步研究的问题。 关 键 词，区域经济一体化 兰州-白银经济区 可行性 产业集群 I外文摘要 Abstract The China industrialization and urbanization , to a large sense, is the process of market-oriented cities cluster formation and regional economic integration to achieve effective industrial agglomeration, inspired by the model royal of the central cities. Because of the requirement of interest distribution and achievements evaluation， integration of regional economies comes to a process full of paradox, which needs institutional innovation as the core interests. The bottle neck of China economic development lies in the western China, in where Gansu province imposes the most trouble. The key to the development of Gansu relies on Lanzhou-Baiying economic zone, which is the relatively high developed areas of the most comprehensive strength. In October 2009, the Chinese Communist Committee of Gansu province proposed the regional development strategy emphasized on the overall progress with group development drived by the central cities with the aid of surrounding areas. In May 2010, the general office of the state council published Several Suggestions on Further Support the Development of Economy and Society in Gansu Province , explicitly bringing forward that they will further support the development of the Lanzhou-Baiying economic zone and more requirements. Combining with the actual requirement of the economic development of Lanzhou-Baiying economic zone, and based on the summary and learing of the experience from aboard and home, his study research on the integration of regional economies. First, an overview of domestic and regional economic integration process and related basic theories was carried out, analyzing the background and state of the integration of the regional economies; Second, from the special historic opportunity, spatial structure and the mechanism of leap-forwarding development area and discuss the feasibility of the Lanzhou-Baiying economic zone; Third, based on the regional economic integration benefit community strategy and premised on the II外文摘要 III establishment of effective coordination mechanism it has to bring forward that the government plays the leading role to achieve a consensus on the leadership level, to promote cultural identity , to resolve legal obstacles to the implementation of the integrated plan, to establish the integrated market and to ensure the implementation of the policies.
