从 2005 年开始，小额贷款公司在中国发展迅速，它们把资本投放到了“三农”领 域及中小微企业，改善了民间金融的发展。但是小贷在中国还属于新兴行业，缺少现行 的可行性研究以供参考。所谓可行性研究，即在项目投资在实施之前，论证和评价该项 目技术、经济方面具有的合理性，尤其通过实地调查、财务分析来论证该项目在技术方 面的实用性，在经济方面的合理性，从而得出能否投资该项目的结论。 在此背景下，GW 集团公司发起设立广州 GW 小额贷款有限公司。本文在对可行性 研究理论学习的基础上，结合一般可行性研究的科学框架与内容，以本项目为对象，对 项目的市场、项目投资环境、产品与公司架构、投资估算与财务预测、风险控制等方面 进行了全面综合的分析，着重对项目的财务报表等经济指标进行了预测。根据分析，结 论显示了 GW 集团公司发起设立 GW 小额贷款公司项目是可行的。 通过整个项目可行性研究的编制过程，第一是可以总结本地小额贷款公司发展经验， 为新成立小额贷款公司做好展望性规划，促进 GW 小额贷款公司项目成功设立；第二是 可以探讨适应广州地区小额贷款公司可采用的信贷产品、风险控制流程等问题，为小额 贷款公司这种准金融企业建立了可行性研究分析的规范框架，提供了一个典型蓝本。 本文的内容主要有 3 部分。第 1 章的绪论即描述问题，研究背景、研究目的与意义、 研究思路与方法进行简要的介绍。第 2 章为外部内部环境分析，即分析问题，分析设立 本小额贷款公司的必要性。第 3 章开始都为可行性研究报告的主体部分，通过分析最后 得出项目的可行性结论。 关键词，可行性研究；小额贷款公司；风险控制II Abstract The small loan companies had kept expanding quickly since 2005. They meet small-sized enterprises capital and the rural market demand. Additionally，they improve the development of private financing.The small loan company is still a new industry in China， and its feasibility study has no regular model now.The feasibility study begins before carrying out some one concrete investment project ，focus on the research for the project manages. According the survey research，the comprehensive arguments demonstrate whether the technique on the project is advanced，practical and dependable. It helps to show whether the whole project investment can go. GW group plans to establish the GW small loan company in Guangzhou. Based on feasibility study theory，this article combines the science frame and contents of project feasibility study，and takes the project for example，analysis to the project investment， investment environment，product arrangement，financial arrangement，risk control will be analyses completely. Besides，we will emphasize the financial report forms， such as balance sheet，etc. According to the analysis，GW group’s starting to establish GW small loan company project is a feasible plan. Through the research，firstly，it can sum up the overall development experiences of small loan companies in Guangzhou ，making the forward-looking plan for the new ones.Secondly ， it can solve many problems of the new company，such as maket quotation，innovative products and risk control processes.In a word， it can provide small loan company analytical frame normally， and provide a beneficial reference for the business enterprise project construction.
