II 摘要 农产品价格指数保险与传统农业种植保险相比，具有成本低、信息透明、赔 付客观等优势，是一种重要的农业保险创新模式。目前，我国农产品价格指数保 险的发展面对着保险需求不足、价格指数难以获取、农户认知度低等多方面的困 难与挑战。不过近年来，我国许多省份相继出现了各类价格指数保险为代表的各 种农业保险创新险种，并且表现出了农险品种不断增多，覆盖范围持续扩大的态 势。虽然我国现有的许多指数保险新险种的承保规模都不大，但是这些新型指数 类保险产品对于市场风险有着较强的针对性，在保险方案的设计上也较为灵活， 有着很大的发展潜力和潜在保险需求。从美国等西方发达国家农险发展的规律来 看，农险从保物化成本向保价格产量以及收入等方向发展是一种必然的趋势，实 践证明，开展价格指数保险可以为农业生产者的利益提供更大程度的保障。因此 本文通过分析国内比较具有代表性的种植业及养殖业价格指数保险试点的运作 模式并总结其经验，理清价格指数保险各参与方之间的利益需求，并结合宁夏枸 杞产业的发展现状及各方面支持条件，研究宁夏是否具有发展枸杞这类特色农产 品价格指数保险的可行性并进行简要的保险方案设计。 本文主要采用文献分析、案例分析、实地调研等研究方法，论证宁夏发展枸 杞价格指数保险的诸多必要条件，从而探讨其可行性。首先阐述了我国进行价格 指数保险试点探索的政策背景及本文写作的主要目的及意义。其次，介绍我国比 较有代表性的几个价格指数保险试点的开展情况，总结试点项目的经验并提出相 关改进建议。再次，简要介绍宁夏农业保险及枸杞产业发展状况并对其所面临的 主要市场风险因素进行分析。最后对枸杞价格指数保险各参与方的现实需求及利 益动力进行分析，并对开展试点的保险方案进行设计并初步拟出保险条款。 研究发现宁夏枸杞种植户、保险公司、政府之间存在着共同的利益诉求和合 作的极大可行性，宁夏枸杞的主要种植地中宁县政府对于枸杞产业的发展有着极 大重视度及政策资金支持，但现有的枸杞种植保险覆盖面不足，保障程度较低， 难以解决近年来由于枸杞市场价格波动大等原因给枸杞种植户及经销商带来的 大量损失。宁夏近年来有开展其他农产品指数保险相关试点的诸多经验，且拥有 着开展枸杞价格指数保险所需要的诸多有利条件，综合来看，在宁夏开展枸杞价 格指数保险是可行的。摘要 III 关键词：宁夏枸杞；价格指数保险；可行性研究；保险方案设计Abstract IV Feasibility study and scheme design of Ningxia wolfberry price index insurance Kang Qi-Liu Insurance Directed by Zhen Wei-Qian Abstract Compared with the traditional agricultural planting insurance, the price index insurance of agricultural products has the advantages of low cost, transparent information and objective compensation. It is an important innovation mode of agricultural insurance. At present, the development of China's agricultural product price index insurance is facing many difficulties and challenges, such as small effective demand, difficult access to price index, low awareness of farmers and so on. However, with the rapid development of China's economy and society, especially in recent years, many provinces in China have emerged agricultural insurance innovation insurance, represented by the price index insurance of agricultural products, and obviously showing the trend of increasing agricultural insurance varieties and coverage. Although the pilot scale of these types of insurance is relatively small at present, these products have strong risk targeting and flexibility in terms of design. It reflects a certain vitality and development potential. According to the development process of agricultural insurance in many developed countries, developing and popularizing price index insurance to guarantee market risk is a major trend in the development of agricultural insurance. Practice has proved that developing price index insurance can provide greater protection for the interests of agricultural producers and conform to the law of modern agricultural development. Therefore, byAbstract V analyzing the operation mode and characteristics of the representative agricultural product price index insurance pilot project in China, this paper clarifies the interests and needs of the participants in the price index insurance, and combines the current situation of the development of wolfberry industry in Ningxia with various supporting conditions, explores the feasibility of developing wolfberry price index insurance in Ningxia and carries out a brief insurance scheme design. This paper mainly uses literature analysis, case analysis, field research and other research methods to analyze the feasibility of developing wolfberry price index insurance in Ningxia. Firstly, this paper expounds the theoretical and practical significance of developing price index insurance in agriculture development and ensuring income of farmers. Secondly, this paper introduces the pilot situation of domestic agricultural product price index insurance products, summarizes the experience of the pilot projects and puts forward relevant suggestions for improvement. Thirdly, it briefly introduces the development of Ningxia agricultural insurance and wolfberry industry and analyses the main market risk factors it faces. Finally, the actual needs and interests of the participants in wolfberry price index insurance are analyzed, and the insurance scheme for the pilot project is designed and the insurance clauses are preliminarily drawn up. It is found that there are common interests and great feasibility of cooperation among wolfberry growers, insurance companies and government in Ningxia. The government of Zhongning County, the main planting area of wolfberry in Ningxia, attaches great importance to the development of wolfberry industry and provides policy and financial support. However, the existing insurance coverage of wolfberry planting is insufficient and the degree of protection is low, which makes it difficult to solve the problem of wolfberry Large price fluctuations and other reasons have brought a lot of losses to wolfberry growers and distributors. In recent years, Ningxia has a lot of experience in carrying out other pilot projects related to agricultural product index insurance, and has many favorable conditions needed to carry out wolfberry price index insurance.
