国网甘肃省电力公司是国家电网公司的全资子公司,负责甘肃省全境的供 电,以及电网建设维护工作。近年来,甘肃省电力公司不断加强电网投入,提高 电网负荷和输出能力,在电网运行、供电服务、科技创新、履行社会责任等方面 取得了可喜的成绩,为甘肃省经济社会发展起到了保驾护航的重要作用。然而在 经济发展进入“新常态”的当前,大宗工业产品低迷,工业投资放缓,电力市场 需求不足,也为企业的运营带来了较大的挑战,为企业的运营带来了较大的压力。 企业经营目标与社会责任承担出现一定矛盾。本文基于当前国有企业改革和国家 电力体制改革不断加快的背景下,对国网甘肃省电力公司企业社会责任提升开展 了深入研究。本文研究的主要问题在于找到国网甘肃省电力公司在企业社会责任 承担中的困难,并进行企业社会责任提升的优化设计。 本文运用文献综述、问卷调查、案例分析等研究方法,首先,回顾和分析 了 CSR、公司治理、企业社会责任经济学理论,结合甘肃省电力公司情况的对企 业社会责任本质进行了揭示。其次,从电网建设和电力保障、电力体制改革、扶 贫攻坚、抢险救灾、生态保护等方面对国网甘肃省电力公司企业社会责任现状进 行了阐述。第三,通过问卷调查的方式对国网甘肃省电力公司社会责任履行存在 的问题进行了调查,并对其背后的原因进行了分析。最后,提出了国网甘肃省电 力公司社会责任提升设计和保障措施。通过研究得出的结论为:企业在电网运行、 供电服务、科技创新、履行社会责任等方面取得了可喜的成绩,在“安全生产、 客户、政府责任履行”完成情况较好。但与此同时,员工、合作伙伴、生态环境、 股东、社区责任履行情况等完成情况欠佳。本文研究的贡献价值在于为甘肃省电 力公司企业社会责任提升提供新的思路,也为其它国有企业的社会责任提升提供 参考和借鉴。 本文的研究意义在于丰富国有企业社会责任研究理论成果,增强甘肃省电力 公司企业社会责任提升效果。进一步明确企业社会责任内容、履行方式等,处理 好国有电力企业公益性和盈利性的关系。促进国网甘肃省电力公司应在确保自身 健康运营的情况下,更有效的查找问题、定位短板、预警风险,加强国有电力企 业社会责任的履行,践行“人民电业为人民”宗旨,促进国有电力企业健康可持 续发展。兰州大学硕士学位论文 国网甘肃省电力公司企业社会责任提升研究 III 关键词:企业社会责任;优化;对策兰州大学硕士学位论文 国网甘肃省电力公司企业社会责任提升研究 IV Research on Corporate Social Responsibility Improvement of State Grid Gansu Electric Power Company Abstract State Grid Gansu Electric Power Company is a wholly-owned subsidiary of State Grid Corporation, responsible for power supply throughout the province of Gansu, as well as power grid construction and maintenance. Secondly, from the aspects of power grid construction and power security, power system reform, poverty alleviation, disaster relief, and ecological protection, the status of corporate social responsibility of State Grid Gansu Electric Power Company was expounded. Thirdly, through the questionnaire survey, the problems of the social responsibility implementation of the State Grid Gansu Electric Power Company were investigated, and the reasons behind it were analyzed.
