摘要
出口信用保险是一种政府扶持的政策型保险业务，它并不是以盈利为主，更多地是为
外贸型出口企业规避风险，提供融资方面的支持。我国的出口信用保险业务晚于西方发达
国家，但是经过了将近三十年的业务发展，它的职能也日渐完善，对于我国出口外贸企业
业务量的提高有着非常大的促进作用。但是尽管在业务量上有了较大的飞跃，但是在如何
更好地起规避风险，推进外贸业务稳步发展发面，和欧美等发达国家相比，我国的出口信
用保险存在很大的差距，同时向上发展空间相对来说也是很大的。目前，如何运用出口信
用保险规避风险的前提下，确保我国的外贸出口行业快速稳步发展，是我国出口企业面临
的一个事实存在。
出口信用保险的内在涵义、发挥的作用、经营中的模式仍然是国内外学者主要研宄的
方面，政府和保险公司仍然是它研究的主要部分，但是以出口企业本身如何利用出口信用
保险支持新签这一业务流程，作为研究对象的相关研宄为数不多。首先梳理国内外学者的
相关文献及基本理论，然后对F公司通过出口信用保险操作业务的流程进行研究，首先介
绍了F公司从建立至今的运营现状，业务发展中利用出口信用保险的规模及发展近况，紧
接着利用一系列科学研宄方法，寻找并思考F公司在利用国家性政策出口信用保险工具过
程中存在的各种问题，及其发生各类问题的原因。在研宂的分析过程中，F公司暴露出一
系列的问题，比如与承保机构信息不对称，风险防范意识薄弱，内部管控过程中漏洞、从
业人员素质参差不齐等，本文认为F公司应当从提高公司内部管理机制及优化承保机构两
方面做出调整，从而在风险规避的认识，海运单据、财务票据两个环节加强管控，进一步
做好企业内部各个部门之间的协调工作，降低沟通成本，重视该工作内容范畴内的人才引
进，同时定期跟出口信用保险公司进行沟通，定期安排保险知识培训。
综上，通过描述F公司在利用信保的进程中遇到的各类问题，并通过展现业务实例，
分析出现的问题及挖掘它的成因，并给出相应的解决方案。

Abstract
Export　credit　insurance　is　a　policy－based　insurance　business　supported　by　the　government．
It　does　not　focus　on　profitability，　but　more　for　export－oriented　export　companies　to　avoid　risks
and　provide　financing　support．　China＇s　export　credit　insurance　business　was　established　later
than　that　of　Western　developed　countries．　However，　after　almost　30　years　of　development，　its
functions　have　been　gradually　improved，　which　has　made　a　very　big　role　in　promoting　the
business　volume　of　China＇s　export　and　foreign　trade　enterprises．　Although　there　has　been　a　large
leap　in　business　volume，　but　there　is　a　big　gap　in　how　to　better　avoid　risks　and　promote　the
steady　development　of　foreign　trade　business，　between　China＇s　export　credit　insurance　and
developed　countries　such　as　Europe　and　the　United　States．　At　the　same　time，　the　upward
development　of　space　is　also　relatively　large．　At　present，　a　very　real　problem　facing　our　country
is　how　to　use　export　credit　insurance　to　avoid　risks　and　ensure　that　our　foreign　trade　and　export
industries　develop　rapidly　and　steadily．
The　intrinsic　meaning　of　export　credit　insurance，　the　role　it　plays，　and　the　model　in
operation　are　still　the　main　research　areas　for　domestic　and　foreign　scholars．　The　government
and　insurance　agencies　are　still　the　main　body　of　their　research，　but　there　are　few　studies　in　how
the　foreign　trade　companies　take　the　advantage　of　export　credit　insurance　to　support　their
business　as　the　research　object．　This　article　first　sorts　out　related　research　and　basic　theories　of
scholars　at　domestic　and　abroad，　and　then　conducts　research　on　the　practice　of　F　company＇s　use
of　export　credit　insurance　for　business　operations．　First，　it　introduces　the　operating　status　of　F
company　from　its　establishment　until　now，　and　utilizes　export　credit　insurance　for　business
development，　the　scale　and　status　of　development．　Second，　with　qualitative，　quantitative，
comparative，　case　studies　and　other　methods　of　research，　to　find　and　think　about　the　deficiencies
in　the　process　of　using　export　credit　insurance　as　a　national　policy　tool，　and　the　reasons　for　its
occurrence．　During　the　analysis　of　the　research，　F　company　exposed　a　series　of　problems，　such
as　information　asymmetry　with　the　underwriting　agencies，　weak　risk　prevention　awareness，
internal　management　system　loopholes，　uneven　quality　of　employees，　etc．　This　article　believes
that　F　company　should　improve　the　internal　management　mechanism　of　the　company　and　the
optimization　of　the　underwriting　agency　to　make　adjustments　in　order　to　strengthen　the

management　and　control　of　risk　prevention　awareness，　such　as　transportation　documents，　and
financial　bills，　and　further　coordinate　and　communicate　among　various　departments　within　the
company　to　reduce　communication　costs，　and　pay　attention　to　the　introduction　of　talents，　actively
communicating　with　export　credit　insurance　companies，　regularly　arrange　insurance　knowledge
training．
In　summary，　this　article　uses　the　specific　problems　in　the　process　of　utilizing　export　credit
insurance　by　the　company　F？　combines　relevant　cases，　analyzes　the　problems　and　the　reasons
behind　the　problems，　and　finally　puts　forward　corresponding　policy　recommendations．
