摘要
目前,我国正处于能源消费结构转型的关键时期,能源资源的髙效率、
可持续发展对于我国环境保护、能源安全以及综合国力的提升具有重要的
意义。近年来,京津冀地区作为我国经济带之一,环境保护的压力日益增
大,雾霾污染形势越来越严峻,京津冀三地能源的协同发展受到广泛关注,
其对我国能源可持续发展至关重要。本文基于京津冀地区1995~2015年的
面板数据,以京津冀地区终端能源为研究对象,将终端能源划分为煤炭、
石油、天然气、电力及其他能源四大类,通过构建面板数据模型,研究京
津冀经济发展水平、常住人口、第三产业结构以及能源价格对不同种类能
源消费量的影响,进行面板数据的单位根检验和协整检验。实证研究结果
表明,经济发展水平、常住人口等变量对京津冀地区各能源品种消费的影
响效果和影响程度不同,其中,经济发展水平、产业结构对能源消费结构
的影响相对较大。最后,针对实证分析结果,本文对京津冀三地能源消费
结构的优化和能源协同发展提出了相应的对策建议

ABSTRACT
RESEARCH OF THE FACTORS INFLUENCING ENERGY
CONSUMPTION STRUCTURE
—ON THE BASIS OF BEIJING-TIANJIN-HEBEFS DATA
ABSTRACT
At present, China is at the critical period of the transition of energy
consumption structure. It&39;s significant to develop energy efficiently and
sustainably as it promotes environmental protection, enhances energy safety
and improve comprehensive national strength. As one of the major economic
zones, Beijing-Tianjin-Hebei face with the growing pressure of environmental
protection, the situation of haze pollution is becoming much more serious,
collaborative development of the region also receive more attention and is
important for the energy sustainable development of China. On the basis of
Beijing-Tianjin-Hebei&39;s data between 1995 and 2015, this paper take terminal
energy consumption as investigated subject, classify it into coal, oil, natural
gas, electricity and others. With the research of existing literature and theory,
this paper applies panel data model to research the influence of economic
development , population, industrial structure and energy price on the energy
consumption. The empirical result shows that economic development ,
population and other factors have various impacts on different energy,
moreover, economic development and industrial structure have much more effects on energy consumption. Finally, with the empirical result, this paper
provides some suggestions for the energy consumption structure&39;s
optimization cooperative development of energy.

第一章绪论
1.1研究背景
近年来,随着我国社会经济的发展,空气污染越来越严重,环境保护压力越来越
大,雾霾对人们的生产和生活带来极大的不便,与长三角、珠三角经济区相比,京津
冀地区的污染尤为严重。自2013年以来,京津冀地区PM2.5年均浓度均远远超过空
气质量标准,是全国污染最严重的地区。京津冀地区雾霾的来源主要是交通运输的排
放、取暖结构的不合理以及京津冀地区大量散煤和劣质煤的燃烧排放。缓解京津冀地
区的气候压力,其主要根源还在于能源消费结构的优化。国务院办公厅发布了我国
2014-2020年的能源发展规划,对我国未来的能源发展方式以及目标提出了一系列要
求,其中加大了对雾霾防治的考虑,并表示,我国应以“节约、清洁、安全”为战略
方针构建现代能源体系。因此,优化能源结构,促进能源消费与经济可持续发展是我
国各个地区发展的必然要求

京津冀三地发展水平存在一定差距,其产业结构与能源消费结构也具有一定的区
域特点,因此京津冀地区能源消费结构的优化对我国构建现代化能源体系具有重要的
示范作用。2010年,北京市能源消费总量为6359.5万吨标准煤,其中煤、油、天然
气、电力及其他能源的结构占比分别为29.6%, 30.9%,14.6%,24.9%; 2015年,北
京市能源消费总量为6852.6万吨标准煤,四类能源消费结构占比分别为13.7%,33.5%,
29.0%,23.8%; 1相比2010年,煤炭与天然气的消费结构占比变动幅度较大,煤炭的
消费结构占比下降了 15.9%,天然气消费结构占比上升了 14.4%,变动幅度均大于10%

2010年,天津市终端能源消费量为5018.11万吨标准煤,煤炭、石油、天然气、电力
及其他能源消费量结构占比分别为39.62%,27.09%, 5.69%, 27.6%; 2015年天津市
终端能源消费量为6003.03万吨标准煤,四种能源消费结构占比分别为31.4%,30.1%,
8.93%,29.56%; 2与2010年相比,天津市煤炭消费结构占比变动相对较大,占比下
降8.22%,其他三种能源消费结构占比均有所上升,但四种能源消费结构占比的变动
幅度均小于10%。2010年,河北省能源消费总量26201.41万吨标准煤,其中煤炭、
石油、天然气、一次电力消费量结构占比分别为89.98%, 7.75%,1.51%,0.76%; 2015
年河北省能源消费总量29395.36万吨标准煤,四种能源的消费量结构占比分别为
86.55%,7.99%, 3.30%, 2.17%; 3相比2010年,河北省四类能源的消费结构占比变

动幅度不明显,煤炭一直都是河北省的主要能源。由上可知,虽然北京市和天津市能
源消费结构中煤炭的结构占比大大降低,但是天津市煤炭的消费量在消费总量中所占
的比重较大,京津冀地区能源结构总体上仍然以煤炭为主,尤其是河北,煤炭的消费
量在能源消费结构中占比最高且一直居高不下。河北省面临更为严峻的空气污染形势
和迫切的节能减排需求。2015年以来,京津冀地区多次经历了长时间、大面积的雾霾
天气以及高浓度的PM2.5
