除去绪论和结论部分，本论文主要包括三个部分。第一部分为理
论研究部分，从外商投资企业概念、外资企业特点、利用外资概述、
产业结构升级理论四个理论方面阐述研究课题的理论模型。第二部分
结合祁阳县实际情况陈述外资企业现状和存在的问题，首先对祁阳县
的国民经济发展状况进行了简要分析，其次对祁阳县外资企业发展状
况进行了简要的阐述，再次对祁阳县外资企业投资结构进行了简要的
总结，最后着重对祁阳县外资企业发展中存在的问题进行了详细的分
析。第三部分则是以解决问题为导向，提出促进祁阳县外资企业发展
的对策，即通过转变企业发展思路，加快产业结构升级；提高企业创
新能力，促进企业健康发展；加强企业自身建设，建立长效机制；营
造宽松投资环境，完善政府服务功能等方式来实现。IV

对策，以促进祁阳县外资企业的可持续发展

Abstract
In recent years, with the rapid development of China&39;s economy and
society, foreign investment enterprises in China&39;s economic field more
and more active, but also play an important role. In this context, it is of
great practical significance to study the development of foreign funded
enterprises. The object of this study is foreign invested enterprises in
Qiyang county. Qiyang is a populous county, is also a county economy,
double promotion preferential policy of market mechanism and
government investment flexibility under a large number of small and
medium enterprises with foreign investment in Qiyang is booming, they
become the introduction of capital and foreign or imported advanced
productivity, expand export and solve the important force of surplus labor
force to promote the rapid development of county economy, county
economy has become a new engine, new industrial growth pole, financial
income, highlight a new approach to expanding employment.
In addition to the introduction and conclusion, this paper consists of
three parts. The first part is the theoretical research, and expounds the
theoretical model of the research from four aspects: the concept of
foreign invested enterprises, the characteristics of foreign-funded
enterprises, the overview of foreign investment and the upgrading of
industrial structure theory. The second part combined with the actualVI
situation in Qiyang County State Foreign Enterprises Status and problems,
first to the Qiyang county economic development status were analyzed,
followed by the development of foreign-funded enterprises in Qiyang
county are discussed, again the investment structure of foreign-funded
enterprises in Qiyang county are summarized, finally emphatically in
detail the analysis on the existing development of foreign-funded
enterprises in Qiyang County in question. The third part is to solve the
problem, put forward the countermeasures to promote the development of
foreign-funded enterprises in Qiyang County, through the transformation
of enterprise development ideas, accelerate the upgrading of industrial
structure; to improve the innovation ability of enterprises, promote the
comprehensive development of enterprises; strengthen self construction,
to establish long-term mechanism; to create a relaxed environment for
investment, improve the government service function etc. to achieve.
Through this study, we can find out the countermeasures to solve the
problems of foreign investment enterprises in Qiyang County, so as to
promote the sustainable development of foreign-funded enterprises in
Qiyang county.
