摘要
煤炭作为我国的基础能源,对经济社会的发展发挥了重要的作用。从 2012
年 5 月份以来,煤炭经济下行态势已持续了 48 个月,煤炭行业受下游相关行业和
产业影响严重。根据我国“十三五”规划,作为我国煤炭工业重大调整的关键时
期,煤炭行业领域将以“转方式、调结构、去产能”的方式进行行业转型调整

到 2020 年,煤炭行业去产能要达到 5 亿吨,减量重组 5 亿顿。本文研究的孝义鹏
飞实业(集团)公司,(以下简称“鹏飞集团”),是以煤焦为主体的煤焦企业,
初步实现了循环经济的基本要求,已逐步形成了现代煤化工循环经济园区。虽然
已形成了初步的循环经济模式,但这一切都仍处于初步探索中。在目前的环境中,
制定适合鹏飞集团发展的战略,对以鹏飞为代表的煤焦行业为主的同行业企业具
有重大的意义

本文基于现代管理理论中的战略管理的基本理论,循环经济的基本理论和企
业的社会责任等理论,采用定性与定量相结合的分析方法,对鹏飞集团在目前的
发展中出现的现状问题进行归纳和分析。通过运用宏观环境 PEST 分析法、波特
的产业竞争结构模型剖析了公司所在行业的宏观外部环境、行业现状及竞争结构;
运用 SWOT 矩阵分析出了适合鹏飞集团的发展战略方案,同时结合公司的使命与
愿景,并在此基础上确定了鹏飞集团的发展战略,通过汤姆森和斯特克兰方法对
鹏飞集团战略选择做了评价,并解决了鹏飞集团发展战略的实施方法。最后对公
司的发展战略的实施提出了具体的建议意见

通过 SWOT 矩阵分析、汤姆森和斯特兰克方法选择出“一体化”战略作为鹏
飞集团的发展战略,为了更好的做好企业的发展战略,需要鹏飞集团优化组织机
构,提升公司运营水平;同时要积极寻求有利政策扶持,助力企业发展;还要加
强人力资源管理,加大企业技术创新力度,打造“一体化”战略,提升企业市场
竞争力;树立循环经济发展理念,确保公司生态稳定发展,建立循环经济发展长
效机制,承担应尽的社会责任等意见建议

Abstract
As China&39;s basic energy, coal plays an important role in economic and social
development. Since May 2012, the downward trend of coal economy has lasted for 48
months, and the coal industry has been severely affected by downstream industries
and industries. According to our country much starker choices-and graver
consequences-in planning, as a major adjustment of the critical period of coal
industry in our country, the coal industry field to transfer mode, adjust structure,
production capacity of the industry transformation in the form of adjustment. By
2020, the coal industry will be able to generate 500 million tons of capacity, with a
reduction of 500 million tons. In this paper, we study the Xiaoyi Peng Fei Industrial
(group) company, (hereinafter referred to as the Peng Fei Industrial), is a coal tar as
the main body of enterprise capital, realize the basic requirements of circular economy,
has gradually formed the modern coal chemical industry circular economy park.
Although a preliminary circular economic model has been formed, all these are still in
preliminary exploration. In the present environment, developing strategies suitable for
Peng Fei Industrial is of great significance to the industry enterprises, which are
mainly represented by Peng Fei Industrial.
This article is based on the basic theory of strategic management in the modern
management theory, the basic theory of circular economy and the social responsibility
of enterprises theory, by adopting the combination of qualitative a nd quantitative
analysis method, the flying eagle group in the present development status of the
problem are summarized and analyzed. Through the use of macro environmental
PEST Analysis and porter&39;s industrial competition structure model, the macro and
external environment, industry status and competition structure of the company&39;s
industry are analyzed. SWOT matrix analysis of the development of suitable for
flying eagle group strategy, at the same time, combined with the company&39;s mission
and vision, and on this basis to determine the eagle fly group development strategy, by
Thomson and stern crane method for flying eagle group strategic choice to do the
evaluation, and solved the eagle fly group development strategy of the
implementation of the method. Finally, the implementation of the company&39;s
development strategy puts forward specific Suggestions.
Through the SWOT matrix, Thomson and stern crane method, finally choose the
strategy of integration as the eagle fly group development strategy, in order to better
prepare the enterprise development strategy, optimize organization need Peng FeiIII
Industrial, enhance the level of company operation; At the same time, we should
actively seek favorable policies to support the development of enterprises. We should
also strengthen human resource management, step up technological innovation in
enterprises, and build a integrated strategy to enhance the competitiveness of the
enterprise market. We should set up the concept of circular economy development,
ensure the stable development of the company&39;s ecology, establish a long-term
mechanism for the development of circular economy, and take on the suggestion of
social responsibility.
