的人力资源不是一件轻而易举的事,这样使得民营企业在发展到一定规模时,
其核心竞争力——人力资源就显得较为被动。本文以发展中的小规模民营企业
--CX 公司为例,对人力资源战略规划进行研究
CX 公司是一家典型的知识型的发展中民营企业,主要从事市政道路、桥梁
的设计等为主的设计咨询公司。该公司成立于 2012 年,员工人数从建立初期 3
人,至目前为止 20 人,年营业利润从初期的 500 万元,现已增长到年营业利润
1500 万元。公司计划在未来 5 年内将年营业利润增长到 3000 万元,业务范围由
现的单一的道路、桥梁设计扩展为道路、桥梁策划、设计等业务
目前公司的内部管理还处于粗放式管理模式,公司在成立的初期只注重了
市场的开发,而忽略了内部管理,随着公司的发展壮大,加之公司未来 5 年的
经营目标,公司发展战略对人力资源管理提出以下要求:今后的战略重点是在
产值翻番的过程中,培养开发及从外部市场中获取拥有现代企业管理知识的管
理人员及理论扎实、实践经验丰富的专业技术人员。形成素质优良、后备力量
充足的能够适应现代市场经济要求和 CX 公司总体发展战略的一流人才队伍
针对 CX 公司的人力资源管理特点及对公司人力资源的要求,本文将结合人
力资源战略规划相关理论对 CX 公司的人力资源战略规划进行研究和探讨,并找摘要

第三,通过对 CX 公司人力资源存在问题的分析,采用微观集成法及描述法,
对 CX 公司人力资源需求进行预测,根据人力资源需求预测的结果,进行人力资
源的供给预测,最终寻求出 CX 公司未来五年的人力资源供需平衡,并制定出人
力资源战略规划方案及保障措施,人力资源战略规划方案包括;人力资源的获
取与再配置计划、员工培训及开发计划、战略性薪酬制度的建立、企业文化建
立及人力资源管理信息系统建立,保障措施包括:组织保障、文化保障、制度
保障及经费保障
论文研究成果对 CX 公司建立人力资源战略规划具有参考价值,对同类发展
中的民营企业改进人力资源战略规划具有一定的借鉴意义

Abstract
Human resource strategic planning is to transform the business strategy and goal
into manpower demand, analyze and formulate some specific objectives of human
resource management in the perspective of enterprise&39;s overall lead and quantization.
The aim of human resource strategy planning is to balance the supply and demand of
human resources of the organization and ensure the long-term sustainable and
individual benefit of the organization.
The rapid development of the Internet has caused great changes in the market
environment and people&39;s consumption concept. It also tests the competitive power of
enterprises, especially private enterprises. Though, the organizational structure of the
private enterprise easier to adapt to changing market conditions, but for the
development of private enterprises pay more attention to the pursuit of enterprises in
the development initial period in the current economic goals, and ignore the
enterprise human resource strategic planning problems in sustainable development.
Though, our country is a human resource power, but because of the influence of
employment concept, high quality human resources are more likely to flow to the
state-owned enterprises or civil servants, and private enterprises, especially small
private enterprises to obtain high quality human resource is not an easy thing, so that
the development of private enterprises in a certain scale, its core competitiveness of
human resources is relatively passive. This paper takes CX, a small private enterprise
in development, as an example to study the strategic planning of human resources.
CX company is a typical knowledge-based developing private enterprise, mainly
engaged in the design of municipal roads, Bridges, etc. The company was established
in 2012, and the number of employees from the early stage of the establishment of the
company is from 3 to 20 so far. The annual operating profit has increased from 5
million yuan in the initial stage to 15 million yuan in annual operating profit. The
