本文从降低企业成本、推动企业转型出发,探索在供给侧改革的时代背景
下,企业如何积极应对《劳动合同法》。在结合国内外学者的理论研究基础上,
以 A 市高新开发区企业员工为对象,通过调查区内企业《劳动合同法》的实施
情况,发现区内企业在劳动合同签订、劳动者福利待遇、员工培训、工会建设、
劳动争议处理等方面还存在一定的问题。本文从政府、企业、员工三个方面提
出解决上述问题的可行方案,力求为《劳动合同法》在 A 市高新区落到实处建
言献策,最终推动区内企业转型升级,实现企业与员工的可持续发展
本文共包含六个章节:第一章,介绍本文研究背景、意义,研究方法和创
新之处;第二章,本文的理论基础,综合阐述劳动关系、劳动合同法相关理论
及高新区的概念;第三章,介绍 A 市高新开发区概况,以及区内企业实施《劳
动合同法》的总体情况及对企业的影响;第四章,对 A 市高新区就职员工进行
问卷调查,探索区内企业实施《劳动合同法》过程中的问题并分析原因;第五
章,提出加强 A 市高新区企业《劳动合同法》实施的建议;第六章,对本文的
总结及未来研究的展望

ABSTRACT
Labor Contract Law has been implemented for 9 years.,which plays a vital role
in regulating the labor market and building a harmonious labor relationship. At
present, China meets an economic downturn. At the same time, Chinese Government
carries out a structural reform on supply side. In such situations, Labor Contract Law
has encountered heavy resistance during its enforcement. Many provisions have
failed to take effect.
On the purpose of reducing costs and promoting transformation, this paper aims
to help enterprises respond to Labor Contract Law actively with the background of
the structural reform. On basis of domestic and foreign scholars’ theory, this paper
makes a questionnaire on employees to investigate the enforcement of Labor Contract
Law in the high-tech development zone of “A” City. It shows that there are still lots
of problems on employment contracts, employees’ benefits, training, building of
union, labor disputes and so on. This paper provides feasible programs to solve these
problems from the perspective of the Government, the enterprises and employees. So
that it can help the high-tech development zone of “A” City carry out Labor Contract
Law efficiently and help to promote transformation and upgrading of enterprises in
this region. Finally, the sustainable and collaborative development of enterprises and
employees will come to be true.
This paper contains six chapters. Chapter One introduces the background,
meanings, research methods and innovation points of this paper. Chapter Two shows
the theoretical basis of this paper, which elaborates the theory of labor relation, Labor
Contract Law and the concept of high-tech zone. The third chapter presents a general
situation of the high-tech development zone of “A” City and its enterprises’
enforcement of Labor Contract Law. This chapter also summarizes the influence on
enterprises with the enforcement of Labor Contract Law. On the premise of
questionnaires inquired on employees, the fourth chapter means to explore problems
of the in-zone enterprises in the process of the implementation of Labor Contract LawAbstract

and analyze root causes. The fifth chapter provides advice to strengthen the
implementation of Labor Contract Law for enterprises in the high-tech development
zone of “A” City. The sixth chapter summarizes this paper and makes prospects for
future research.
