论文以大庆油田人才开发院人才开发体系建设为研究对象,明确了论文的选题背
景、目的、意义和国内外研究现状,阐述了人才开发相关概念和人力资本理论、人才开
发的冰山理论、终身教育理论等基本理论,在此基础上,首先采用实地调查和访谈的方
法,对人才开发院人才开发环境和现状进行分析,指出人才开发院人才开发工作存在的
问题和困难。其次,对大庆油田人才开发院人才开发体系进行设计,明确人才开发体系
设计目的,结合人才开发院实际制定人才开发体系设计原则,从油田公司战略出发提出
人才开发体系设计思路,探索大庆油田人才开发体系的建立,包括人才标准、人才测评、
人才盘点和人才发展体系。最后,从人才开发理念、人才开发管理、人才开发队伍、人
才开发企业文化四个方面提出人才开发体系实施的保障措施,使人才开发体系的实施落
到实处。上述研究成果将为大庆油田人才开发院建立有效的人才开发体系提供决策参
考

Research on the Construction of the Personnel Development System
of Daqing Oilfield Personnel Development Institute
ABSTRACT
The essence of innovation-driven is talent-driven. The key to further development of an
enterprise is the effective development of human resources. To support the further
development of Petrochina Daqing Oilfield, the crucial tasks of Daqing Oilfield Personnel
Development Institute lie in the establishment and enrichment of the personnel development
system and the all-around improvements of the overall ability of the whole staff of the
enterprise. Therefore, it is very essential to build an effective personnel development system
to make great contribution to the management and development of human resources of
Daqing Oilfield.
This paper focuses on the construction of the personnel development system of Daqing
Oilfield Personnel Development Institute. It takes a full research on the background, aim,
meaning, and the current situation in this field domestic and abroad. It elaborates the relevant
concepts and the basic theories such as human capital theory, iceberg theory, and life-long
education theory etc. On the basis of the research mentioned above, this paper starts by
adopting methods like field investigation and interview to make an analysis on the
environment and current situation of the personnel development system of Daqing Oilfield
Personnel Development Institute, through which the problems and difficulties are found. Then,
to solve these problems and difficulties, this paper begins to design the personnel
development system consisting of the standard, assessment, inventory and development
methods of human resources with full consideration of the initial purpose, the key principle,
the reality, and the strategic thinking. Finally, the supporting measures including the inner
environment, internal management, specialized personnel, and enterprise culture are proposed
to ensure the fulfillment of the personnel development system. All of the content contained
will provide a decision reference to the construction of the personnel development system of
Daqing Oilfield Personnel Development Institute and thus has a very profound meaning.
