本文主要分为六个部分，第一部分绪论，主要介绍人民防空工程概念和人民防空
工程在全世界范围的发展状况，第二部分介绍国内外人民防空工程开发利用管理经验
借鉴，第三部分讨论 A 市人民防空工程开发利用管理现状与取得的成效，从 A 市人
民防空工程开发利用的发展历程、管理现状、利用管理取得的成效，包括开发利用率
逐年递增、投资主体逐步多元、开发利用形式逐渐丰富等方面讨论；第四部分就 A
地下商场进行具体案例分析，其中以民防工程建设与营运财务分析的特殊处理为前
提，对项目的财务指标进行讨论；第五部分讨论 A 市人民防空工程开发利用管理存
在的问题及成因；第六部分尝试给出提升 A 市人民防空工程开发利用管理与营运水
平的对策建议
在研究中，本论文强调人民防空工程平战结合项目不同于一般性项目，应属于阶
段性公共物品，因此在分析和评估的时候对其中的分析评估内容予以甄别、特殊处理
财务分析时，对其投入部分应区分为期初投入和功能拓展投入两部分予以计量，实际
评估只考虑功能拓展投入部分

Abstract
Civil air defense project (CADP), one of the most important components of
underground space, played the leading role in developing the underground space in the
majority of cities in China. The competent departments for civil air defense should be
responsible for the maintenance and management for public use. We shall take full
advantage of CADP in war readiness benefit, economic benefit and social effect. The
utilization of CADP will be the key point in the progress of air defense mission in our
country.
This paper is divided into six parts, the first part is overview of civil air defense
engineering, introduces the concept of civil air defense engineering and civil air defense
engineering in the development of the whole world, the second part introduces the
development and utilization of people&39;s air defense project management experience, the
third part discusses the development and utilization of A City People&39;s air defense project
and achieve management status results from the development of A, people&39;s air defense
project development and utilization of the management, utilization and management
achievements, including increasing year by year, investment diversification, the
development and utilization of the form gradually rich discussion of development and
utilization; the fourth part of the specific case analysis of A underground mall, the civil
engineering construction and operation of financial analysis the special treatment is the
premise of financial indexes of the project are discussed; the fifth part discusses the
people&39;s air defense A The sixth part tries to give some suggestions on how to improve the
management and operation level of civil air defense projects in A city.
In the study, this paper emphasizes that CADP is different from the general project,
should belong to the stage of public goods, so the analysis and evaluation of the evaluation
content to be screened, special treatment. Financial analysis, the investment should be part
of the initial investment and functional expansion of investment to be measured in two
parts, the actual assessment only consider the function of expanding investment.
