独立的第三方检测企业的发展在当代中国有着特别的意义，即是政府监管
的有效补充，帮助政府摆脱“信任危机”，同时又能为产业转移升级提供支持,
为产业的发展提供强有力的服务平台等

随着人们生活水平的不断提高以及国际贸易壁垒的加剧，第三方检测行业
得到快速发展，特别是2000年以后，随着中国经济的快速发展，第三方检测
服务业形成了井喷的态势，市场竞争异常激烈，拥有快速检测服务和较短的报
告交付周期已经成为全球各大检测机构的核心竞争力

本文以第三方检测机构必维公司为研究对象，以帮助必维公司缩短报告交
付周期为研究主题。研究者运用精益生产的工具和方法，分析必维公司目前所
面临的交付周期较长的困难因素，根据精益生产的思想理论，设计出改善方案,
并通过付诸实践以帮助必维公司缩短检测报告交付周期，本文探索性研究应用
精益管理方法优化纺织品测试流程、缩短报告交付周期、提升客户服务满意度,
并最终达到了项目设定的目标

本文改善过程中首先应用产品系列分析的方法，选取必维公司具有普遍代
表性的报告为样本，针对报告检测过程运用价值流程图、布局和物流路线图、
价值分析表等工具，鉴别出导致样本报告交付周期太长的主要原因。在此研究
过程中，因样本报告检测流程符合必维公司整体检测运作方式，由此推导出，
样本报告鉴别出的问题，同样存在于必维公司所检测的其它报告中。同时，针
对所鉴别出的问题，设计出对应的解决方案，明确必维公司未来的实验室检测
运作模式。然后样本报告执行未来检测模式的设计方案，试点验证未来检测模
式以缩短交付周的有效性和可行性。根据样本报告验证所设计未来检测模式对
缩短交付周期有效后，再建立未来检测模式的落实保障项目组织结构，分别在
全公司内部落实未来检测模式

本文紧紧围绕精益生产理论，因地制宜开创性的把精益生产从制造业模仿
到服务业，最终形成了企业标准化文件记录存档，同时也为检测服务行业开展
精益管理提供借鉴

Abstract
The third party testing agencies, also known as impartial testing organizations, are required
to conduct commodity inspection activities in accordance with the relevant laws, regulations,
standards and rule or contract, as fair and authoritative non-litigious party.
The development of third party testing company has special significance in contemporary
China. It is not only a supplement of the government regulation to help government gets rid of
crisis of faith, but also a great support to the industrial upgrading and it provides a powerful
service platform for industrial development etc.
The third party testing industry has developed rapidly with the growth of people&39;s living
standard and increasing international trade barriers. Especially since 2000, the third party
inspection service industry has formed a blowout trend with the rapid development of Chinese
economy, which has resulted in a fierce competition market where a quick testing service and
short report delivery lead time have become the core competitiveness of the most testing
institutions.
This article takes Bureau Veritas as the research object, and the research question is how to
help the company to shorten the report delivery lead time. The researchers used the tools and
methodologies of lean production to analyze the current difficulties of long lead time the
company faces now, and designed an improvement scheme to help the company shorten the
testing lead time based on the lean theory. The article explores the optimization of textile testing
process and shortens the report delivery cycle to enhance customer satisfaction and finally
achieve the goals set for the project.
During the process of improvement, the paper firstly uses method of product family
analysis, choosing those typical reports of Bureau Veritas as a sample. It aims at the process of
the testing report and uses several tools such as value stream mapping, layout and group
technology, value analysis table etc. to identify the main causes of long lead time. As the
research process of the sample matches the overall Bureau Veritas testing process, it was
conclude that the problems that appeared at the sample report will also appear at other reports.
Then based on the problem detected, the corresponding solutions are designed and the testing
and operation mode in the laboratory will be fixed for the future. And then the sample reports
take implementation of the future testing model, pilot to verify the effectiveness and feasibility

sample report proves effective, the management organization will be established and the future
testing model will be implemented respectively in the whole company step by step.
This paper focuses on the theory of lean production, and pioneering applies the lean
production from manufacturing industry to service industry, which ultimately results in the
formation of enterprise standardization document. On the other hand, it provides a reference for
the testing of service industry to carry out lean management.

1、研究背景
进入21世纪，随着全球化浪潮的不断推进，以及世界经济飞速发展，人
们的生活水平在不断提高的同时对产品品质和服务质量有了更苛刻的要求。在
此背景下，第三方认证检测业务得到迅猛发展，特别是作为当今第一大贸易的
中国市场，更是全球各大检测机构争相角逐的竞技场。尤其是在当下欧美经济
环境不佳的情况下，谁能抢占中国市场谁就赢得了商机。作为跨国集团的高层
精英们早已意识到这种战略机遇，他们想尽一切办法在华投资建立检测认证实
验室，以获取中国市场这份大蛋糕

总部位于法国巴黎的必维国际检验集团(法国船级社)就是在这样的背景下
于90年代初来到上海设立了第一家检测机构。刚刚进入中国市场，欧美企业
以其雄厚的资本和专业技术在大陆赚的盆满钵满，2012年以前作为欧洲的必
维公司从来不缺少业务，一直处于卖方市场，强势而傲慢。但是近年来随着中
