因此，如何优化W市招商引资项目审批流程成为当下急需解决的重要问题。全国各地针
对审批流程优化也已经有了一些积极探索，应当对其经验加以总结和延伸推广，这些是本
文选题的出发点
论文运用项目管理及流程管理相关理论，对W市招商引资项目审批流程进行优化研
究。首先，本文回顾了国内外业务流程相关文献和理论基础。然后，结合W市的实例，
从业务流程优化这一崭新视角，通过访谈及问卷调查的方法深入研究分析了W市项目审
批流程过程中存在的问题，归纳起来主要有：审批流程中介组织缺乏有效规范；审批部门
争权避责；审批流程环节多；审批项目递交材料多工作量大；审批周期长；审批工作人员
服务意识差；招商企业抱怨多。其次，针对审批流程现存的典型问题进行原因分析，总结
出主要原因有：审批部门之间的利益诉求冲突、权力配置不均衡、缺乏有机衔接、审批流
程不合理等。接着，本文作者在现有审批流程基础上，结合业务流程优化的方法，探索出
具体的优化方案：对流程重排设计，实现流程组织结构设计扁平化改革，在原来的串联式
审批制度的基础上，采用杠杆瞄准法对审批方式进行了优化和更新，发明了并联式审批方
式，借鉴沈阳、广州经验，逐渐开展互联网+时代的服务型审批。最后，提出了优化方案
的实施的原则、难点及建议，以确保上述优化方法发挥作用
本文提出的招商项目审批流程的优化方案及实施建议，不仅对W市的审批工作具有
指导意义，对其他地区的行政审批制度的进一步发展也具有着重要的促进作用

Abstract
Administrative examination and approval work is the key point of the party and
government in the current period， so the central government pay high attention to the reform
of the administrative examination and approval system in recent years.Under the background of
China's New Normal， This means dealing with the effects of slowing economic growth，
structural adjustment and previous stimulus， the intensity of attracting investment has
increased in W city. However， the approval time is too long due to the low efficiency after the
government signing the contract with the enterprise，which result in the unsatisfaction of
Enterprises. In addition， in recent years， the Communist Party of China have paid high
attention to the administrative approval system reform. There have been some positive
exploration across the country，so we should sum up the advanced methods and promote.All
above is the basic starting point of this paper.
Firstly， this paper uses the theory of project management and process management to
optimize the approval process of investment projects in W city.Then， this paper analyzed the
current situation and problems of the project approval process in W city from the perspective of
business process improvement(BPI).The professional work of approval departments is weak，
while lack of new technique and supervise. Enterprises are weak in contacting the local
approval departments， therefore， transaction costs is too large. It takes a long way due to so
many procedures and badly link in approval process. The approval departments usually avoid
responsibility but pursue power ， because they do not establish the concept of service.http：

of the existing approval process， combined with the method of business process improvement，
the author tries to find out the way to solve the problems.The SDCA cycle method is used to

order to share the existing information platform ；The ECRS analysis method is used to

rearrangement the process so as to reform the process of organizational structure.Meanwhile，
to change the original serial approval to the new parallel approval.The benchmarking method is
used to draw on the experience of Shenyang and gradually carry out the service-oriented

This paper puts forward the optimization scheme of the project approval process， which
not only has the guiding significance for the approval in W city， but also can provide reference
