摘 要
河南民办高等教育历经 30 年的发展,截止年河南共有含独立院校在内
的各类民办高校 37 所。然而,河南民办高校数量的增多和激烈竞争的背后凸显
出许多问题:各民办高校整体实力不强、专业重复度高、教育资源利用率低、生
源竞争激烈等),已经满足不了学生的发展要求和中原经济区战略的需要。因此,
对河南民办高等教育教育资源的整合进行研究非常必要。文章采用文献研究法、
调查访谈法和统计分析法等进行研究,最终目的在于探寻河南民办高等教育教育
资源整合的机制和路径

河南民办高校教育资源整合需要多方协作,因此在教育资源整合的机制构建
过程中,需要从以下几个方面入手:一是建立和完善河南民办高校内部管理和教
育教学质量评价运行机制;二是完善主体参与协调机制,构建“政府一教育中介
-高校一社会”四方合作的体制框架;三是完善民办高校教育资源整合的政策框
架,促进区域协作体制;四是完善国际国内一流高校和河南省民办高校的合作办
学机制。河南民办高校资源整合必然给河南民办高校带来规模经济效应、资源配
置效应、组合协同效应和体制变动效应,文章对此也进行了详细的论述

鉴于河南省民办高等教育资源配置的现状, 作者将河南省民办高校教育资
源整合的模式主要分成内部管理、合并重组、中外合作、社会营销、标准示范以
及新型大学城六个具体模式,并从六个资源整合的模式出发,提出多渠道筹措办
学经费、强化内部管理、走特色发展道路、建设高水平的师资队伍、建设示范性
民办高校、创建集团式的河南民办教育联盟组织、建立河南中外合作办学和国内
一流高校分校的教育实验区、建立河南新型大学城社区等八个途径,逐步实现对
教育资源的整合和优化

RESEARCH ON THE MECHANISM
ANDPATHES OF PRIVATE HIGHER
EDUCATIONAL
RESOURCES INTEGRATION IN HENAN
ABSTRACT
The private higher education in HENAN province has developed over 30 years.
By , there are 37 private colleges in HENAN (including independent institute).
However, due to the increase in the number of private colleges and universities in
Henan and the fierce competition highlights many problems: the overall strength of
non-government university is not strong, high degree of professional repetition, the
repetition rate of major is high and utilization rate of the education resource is low,
competition among students, etc. It cannot satisfy the developmental requirements of
the students and the needs for the strategy of central plains economic zone. Based on
this, the research for the private higher education and the integration of education
resources is particularly urgent in HENAN. In this paper, through the literature
research, investigation, interview method and statistical analysis methods, the final
purpose is to look for the good mechanism and path for the integration of private
higher education resource.
The integration of education resource needs cooperation. In the process of
building a resource integration mechanism, we should do well from the following
aspects: First, we should establish and perfect the Henan private universities internal
management and evaluation of the quality of education and teaching operation
mechanism; Second is to consummate the main body of a harmonious mechanism of
diversified subjects participating in for the government, private education
intermediary organization, non-governmental university and social groups; Third is to

framework, promoting regional cooperation system; Forth, we will improve the
international and domestic first-class colleges and universities and Henan Province
private college cooperative education mechanism. The integration of resources in
private colleges and universities in Henan is bound to bring about the scale economy
effect, the resource allocation effect, the combination synergy effect and the
institutional change effect of the private colleges and universities in Henan.
In view of the present allocation of private higher education resources in Henan
Province, the education resources in private colleges in Henan Province integration
model is divided into internal management, merger and reorganization, foreign
cooperation, social marketing, and the new university city standard demonstration six
specific mode, starting from six and integrate resources, put forward multiple
channels to raise funds, to strengthen internal management, characteristic
development road, the construction of high level teachers, the construction of
demonstrative private colleges and create group Henan Private Education Alliance,
the establishment of Henan Sino foreign cooperation in running schools and domestic
first-class universities, education, the establishment of the Henan new
experimentation area, University City Community in eight ways, and gradually realize
the integration and optimization of education resources.

1.1 研究的背景
河南省民办高等教育 30 多年来,借助改革开放的东风,经历了起步创建、
迅速发展、内涵提升等几个阶段。根据《 年河南省教育事业发展统计公报》
显示,目前河南包含独立学院在内的民办高校近四十所,普通本专科在校生近四
十万人,占全省普通本专科在校生总数的五分之一。河南民办高等教育从数量和
规模上已经成为河南高等教育的一支重要力量,而且和公办高等教育相比,结构
层次协调发展,办学特色明显

随着建设中原经济区、郑州航空港区、郑新洛创新示
