本文结合作者在企业中工作经历，以中国铁路物资哈尔滨物流有限公司
的总体发展情况为基础，结合企业和周边地区的实际情况，借鉴国内外同类
企业的经营经验，以经济学、管理学理论为基础，运用 SWOT 矩阵分析中国
铁路物资哈尔滨物流有限公司的优劣势、机会与威胁的分析，得出了中国铁
路物资哈尔滨物流有限公司目前管理方法与组织结构都与现代国内外先进物
流企业存在差距，同时找到了中国铁路物资哈尔滨物流有限公司具有的地缘
以及融资、固有资源的优势，在此基础上提出了中国铁路物资哈尔滨物流有
限公司的发展战略与规划-围绕铁路产业综合服务和钢铁贸易两条核心业务
主线，搭建资本市场与金融产业双平台，通过实业和金融投资形成对产业链
关键节点的控制，努力创建贸工融一体化的战略发展模式。并提出了相应的
保障措施—加强基础物流业务、搞好管理创新、完善人力资源体系、建设企
业文化等措施。
