在2009年3月国务院常务会议审议通过的《物流业调整和振兴规划》中,明确将

物流公共信息平台建设列为振兴物流业的九大重点工程之一。从现代物流发展的视角来

看,信息化己经成为促进物流企业进步的驱动力,物流公共信息平台在推动资源整合、

规范市场竞争、促进经济发展等领域具有重要作用。针对物流公共信息平台企业竞争力

的研究,不但能够使我们加深对这个新兴行业的理解,更能指导平台运营企业通过企业

竞争力指标的识别,找出自身不足,做出合理的战略调整,进而提升运营企业的对外竞

争能力。

本文分析了我国物流公共信息平台的产生背景、含义、形态和发展现状等因素,以

提升物流公共信息平台的企业竞争力为目标,以企业竞争力理论为基础理论,从影响物

流公共信息平台发展的各角度出发,客观、系统地研究了物流公共信息平台企业竞争力

的构成体系及评价方法,并提出了提升物流公共信息平台企业竞争力的途径。

以物流公共信息平台企业竞争力的评价体系为基础,通过对大连口岸公共信息平台

建设运营企业DPN公司的发展现状进行研究分析,力求找出其竞争力不足的原因,

并提出相应的对策。希望DPN公司通过内、外部能力的挖掘,依托平台优势资源,借助

大连东北亚国际航运中心建设、大连“智慧”口岸建设的历史契机,实现快速发展的目

标,为我市物流产业腾飞发动“数字引擎” ^

Abstract

In the Logistics Industry Restructuring And Revitalization Plan issued by executive

meetings of the State Council in March 2009 ,the construction of logistics public information

platform is regarded as one of the nine key projects to revitalize the logistics industry. From

the perspective of modern logistics development, the information technology has become the

driving force to promote the progress of logistics companies, and logistics public information

platform has played an important role in promoting the resources integration, standardizing

the market competition, and driving economic development. The study of competitiveness of

Logistics Public Information Platform not only enables us to deepen our understanding of this

emerging industry, but also help the platform operating companies to identify their own

competitiveness and gaps, make the reasonable strategic adjustment, and thus enhance the

company's external competitiveness.

With the goal of the establishment of the competitiveness of logistics public information

platform, from different views this paper give an analysis of background, meaning, form and

status of China's logistics public information platform. Based on competitiveness theory, this

paper gives the system of constitution and evaluation method of competitiveness of logistics

public information platform, and proposed the ways to improve its competitiveness.

Based on the evaluation system of the competitiveness of logistics public information

platform, by analyzing the development status of DPN—Dalian port public information

platform construction enterprises, this paper seeks to identify the causes of insufficient

competitiveness and propose appropriate countermeasures. By enhancing internal and

external capacity and relying on the platform resources, with the aid of construction of Dalian

Northeast Asia International Shipping Center and the opportunity of construction of “Smart

Dalian port, DPN Company wants to achieve the goal of rapid development and start the

digital engine of Dalian logistics industry.
