摘 要
J 省电信传输局是具有寡头垄断性质的国有企业,自 1974 年成立以来,伴
随我国经济体制的变革,历经了一条国有企业用工制度的改革之路。一方面,
员工与企业的关系从计划经济 时代的行政管理关系转向了市场经济 时代的劳
动契约关系;另一方面,企业的用工形式从原单一的固定工制度发展到现在
合同工、临时工、内退工、劳务派遣工和外包人员等多元化的用工形式。在不
同的历史时期,各类用工都对企业的发展起到了不可忽视的作用。但随着
国有企业 改革的深化,以及国家对 劳动用工 法律制度 的健全完善,现有
用工制度的许多问题也显现出来。

本文主要通过了解 J 省电信传输局用工制度的历史沿革和现状,探析当前国
家《劳动合同法》及其修正案对企业用工的影响,通过运用人力资源管理理论
和交易成本理论知识,对其现有用工制度 存在的问题 进行了深入分析。并通
过调查问卷的形式,对 J 省电信传输局各级从事人力资源工作的人员进行了访
谈,找出问题的症结所在,从而有针对性地提出优化建议。主要是从规范岗位
的用工属性、建立优胜劣汰的考核体系、合理规范用好外包业务、建立多元化
用工岗薪体系、畅通职业通道实现同工同酬、建立人单酬激励体系等方面着手
探讨用工制度的优化方案,同时强化风险管控,以规避用工制度改革中的劳动
争议和法律纠纷,使企业能合理、合法地配置人力资源,提高用工效率,促进
企业和谐稳定和持续健康地发展。

1ABSTRACT
J.province TTB, established since 1974, is a monopolistic state-owned enterprise.
It went through a reform road to employment system of state-owned enterprise. On
the one hand, the relationship between employmee and enterprise transferred ADM of
planned economy to Labor Contract of market economy. On the other hand,
employment form of enterprise have developed single permanent into multiplex form,
such as contract labor,casual labor,inner retire labor,labor dispatching and outsource
labor etc. In different historical periods, all kinds of employment system play
significant role for enterprise moving. The problem of exsiting employment system
were emerged as deeply reform of state-owned enterprise and improve of labour law
system.
The paper mainly knows the historical reform and employment system state of
TTB in order to analyse employee impact of exsiting”Labor Contract Law” and
amendment. This deeply analyses the problem of current employee system by HRM
concept and transaction concept. In the interest of finding sticking point and raising
targeted programme , using the questionnaire to interiew all levels HRM workers of
TTB. We can go through more pay for more work plan to research optimal
employment system when attempting to optimization process to amalyses
employment system, such as standardize work position, the survival of the fittest,
standardize outsource service, establish multiplex pay and unimpeded career path. It
strengthen the risk control to avoid dispute about labor and legal during employment
reform. The idea,meanwhile,is an attempt to legal and reasonable deploy HR,support
the harmonious,healthy and stable development of enterprise.
