自上世纪九十年代以来,在改革开放的大背景下,中国建筑业发展的如火如荼,一
大批优秀的建筑施工企业崛起。为响应中国政府走出去”的号召,也为了更好的参与国
际竞争,上建集团作为国有大型企业,努力寻找更多的海外发展机会,在柬埔寨成立了
地区公司,成为了重要的桥头兵。柬埔寨作为一个新兴的市场,上建集团如何在该地区
市场发展壮大,甚至将市场扩展到东南亚各区域市场,是目前地区公司所要考虑的重要
问题。
本文的研究是将战略管理理论与国际化经营方法和理论与建筑企业海外经营实践
相结合,运用业已成熟的理论去指导实践,结合上建集团柬埔寨地区公司实际,对其所
处的柬埔寨市场环境作出详细的分析。在分析的基础上,提出对柬埔寨市场变化的应对
之策。选择适合上建集团柬埔寨地区公司的发展战略,设计合理的企业规模和业务流程,
形成自身的核心竞争力。
本文通过运用相关战略管理和国际化经营相关理论,对中国企业在国际工程承包市
场的现状进行总结,使用PEST方法分析柬埔寨市场宏观环境,分析柬埔寨建筑市场竞
争结构五力模型,最后运用资源管理理论和SWOT分析方法,对上建集团柬埔寨市场
面临的内、外部环境进行了分析,得出了外部环境面临的机会、威胁和内部运营中存在
的优势、劣势。在此基础上,从市场区域定位和运作模式定位两个方面进行阐述,确定
了上建集团柬埔寨市场发展战略的优化方向及可能的核心竞争力培养方向,以及相应的
战略实施保障措施。
另外,本文在撰写过程中,也对上建集团柬埔寨区域的领导和员工进行访谈。内容
包括企业柬埔寨经营的现状,实际遇到的困难和问题,主要实施情况和影响因素,在进
行跨国经营时遇到的主要问题以及解决的思路等等。认真听取从业人员的意见和建议,
使得探讨得出的结论和建议能够有更好的实践指导意义。

Management Strategy Analysis of CC Group Company in Cambodian
Market
Abstract
Since the last the ninety's,under the background of reform and opening-up, the market of the
Chinese construciton has developed rapidly. The CC Group company, as a large state-owned
qualidied construction enterprise efforts to explor international market, especially in
Cambodian area, in response to Chinese government going out call. The implementation of
the going out strategy is not only a political task,but also a choice for enterprise
development in the fierce competition.
Combined with international management theories and construction business practise of
Chinese international enterprise, this paper focus on analysis Cambodian market of CC Group
in aspects from the perspective of internationalization, globalization of market, management
localization, operation of scientific,talent internationalization, competition and combination.
Based on PEST and SWOT analysis, this paper has used related enterprise competitive
strategy theory to analyze the CC Group's internal and external environnents and get the
result of external chances & threats and internal strengths & weakness. And then, the
optimization and potential core competitive power training orientation of the CC Group in
Cambodian area development strategy is studied in the thesis from target markets and target
projects.
In addition, this paper has referred on CC Group Combodian regional leadership and staff
interviews. Contents include the status of enterprises in Kampuchea business, the difficulties
and problems encountered in practice, and its influencing factors of implementation of the
main, the main problems in carrying on transnational operation and solution ideas and so on.
Listen carefully to the opinions and suggestions of employees, makes discussion on the
conclusion and suggestions can have better practical significance.
