摘 要
在知识经济占领主导地位的今天,企业能在激烈的市场竞争中脱颖而出的第
一资源是人力资源,而产品开发人员是装备制造企业最为重要的资源,产品开发
人员代表企业产品竞争能力和新产品开发能力,是企业持续发展、立于不败之地
的核心。因此,如何提高产品开发人员工作业绩、提高工作能力、提升业务水
平,如何运用激励措施提高他们的工作积极性、创新性,成为企业提高核心竞争
力亟待解决的问题。

本文首先介绍了绩效考核对企业发展产生的意义和国内外绩效考核研究现
状,接着以一家装备制造企业 EZ 公司产品开发人员为研究对象,在详细分析他
们的特点的基础上,剖析了 EZ 公司原有绩效考核体系的现状和存在的问题;然
后在借鉴国内外学者关于产品开发人员绩效考核的最新研究成果的基础上,阐述
了该公司产品开发人员绩效考核体系建立的整体构思和基本原则,通过将公司整
体产品研发目标进行逐级分解细化为部门目标、个人任务目标,采用目标考核
法、360 度评估法和关键绩效指标考核法相结合的方式,重新构建了 EZ 公司产
品开发人员绩效考核体系,对评估的内容和标准进行了具体的论述,并将绩效考
核结果的应用和评价进行简要介绍;最后阐述了新的绩效考核方案实施的保障措
施。

ABSTRACT
In the time of knowledge economy, human resources are the first resource of the
enterprise in the fierce market competition, and product development staff is the most
important resource. Equipment manufacturing enterprise product development
personnel is on behalf of the enterprise product competitive ability and the ability of
new product development. They are the core of the enterprise sustainable development
and in an impregnable position. Therefore, how to improve product development staff
work performance, work ability, enhance the level of business and how to use
incentives to improve their work enthusiasm, creative, are becoming urgent problems
to improve the core competitiveness.
Firstly, this article introduces the significance of performance evaluation on
enterprise development and performance evaluation research status both at home and
abroad. Take an equipment manufacturing enterprise EZ company product developers
as the research object. On the basis of their characteristics in detail, this paper analyzes
the status quo of EZ company original performance appraisal system and the existing
problems; Secondly, on the basis of the latest research results of performance appraisal,
this paper expounds the company product development personnel performance
evaluation system to establish the overall conception and basic principles. By
decomposing the company's overall targets of product development into the
department goals step by step, personal mission objectives, target appraisal method,
360 - degree evaluation method and key performance index evaluation method are
used. To rebuild the EZ company product development staff performance appraisal
system, the content and standard is discussed in detail, and application of the results of
performance appraisal and evaluation are briefly introduced; Finally elaborated the
new performance appraisal program implementation safeguard measures.
