摘要

随着改革幵放的不断深入和社会经济的快速发展,电力工业经历了数次的改

革与发展,并由此开启了我国电力行业由生产型向消费型、服务型转变的发展之

路。H供电局作为南方电网公司旗下的基层电网经营企业,在南方电网公司的总

体战略框架下,确立了企业“经营型、服务型”的发展目标,并以此制定了企业的战

略实施方案。

本文在介绍分析电力体制改革环境下电网经营企业的核心价值变化及战略调

整之后,结合对H地区的电力市场状况和H供电局经营管理所面临的问题,以客

户的需求为导向对企业的核心业务流程进行分析,按照业务流程再造理论中组

织、制度、流程、信息化”的程序和方法,在H供电局实施了组织机构变革、制度

变革,对调度、生产、营销系统以及客户业扩报装流程进行了再造,通过强化信

息系统建设实现对流程再造的支撑,在企业经营管理指标优化和客户服务能力提

升方面取得了阶段性的成效,这些实践的经验同时也为下一步的持续改进奠定了

基础,H供电局业务流程分析与再造研究的目标,是最终实现企业“以人为本、以

客户为中心”的核心价值。

Abstract

With the development of the reform and economy, the electric power

industry after reformations has been transformed from company for

production to company for consumers and services. As one of the branch

companies of CSG, under its strategic framework, the H Electric Supply

Bureau has built the development goal of operation and service - oriented

company and set up its own management strategy.

This paper introduces and discusses electric power companies' core

value changing and strategy adjusting under the electric power industry -

reform background. Based on local electric power market and facing

problems, directing by client demand and analyzes the key business

processes, according to the theory of rebuilding business processes,

organizational structure and system transformation have been undertaken in

H Electric Supply Bureau. After the bureau rebuilt its electric distribution

system, management system, marketing system and client's service

expansion system, in the mean time enhanced information system to

support system reconstruction, the company's operating figures and

customer service abilities have been improved. Meanwhile these

experiences in practice contribute to continual improvement. The research

of business processes analyze and reconstruct aimed at fulfilling company's

people focused, customer centered core value.
