国家电网公司自2009年以来全面开展了物资集约化管理,经过四年的探索
和实践,建立了统一的物资管理体系,集中招标采购规模不断扩大,物资供应
全过程管控能力明显增强,物资管理效率、效益明显提升。本文在采用深入调
研的基础上,掌握了中国国家电网公司所属的地市级供电公司当前物资管理的'
整体现状,对存在的各类问题进行了认真梳理,充分借鉴现代物资管理方法和理
论,围绕国网内蒙古东部电力有限公司兴安供电公司实际,对该企业物资集约化
管理进行系统分析和理论再造,其主要研究内容如下:
(1)在充分调研的基础上,研究现行的物资管理理论和方法,并以兴安供
电公司为特例,研究电力物资集约化管理方法以促进国家电网公司整体战略的
实施
(2)分析国家电网公司物资管理战略实施现状,运用现代先进的管理方法
和理论例如运筹学、管理学等,对兴安供电公司物资集约化管理中物资计划管
理、产品质量监督、仓储配送等环节分别进行研究,找到制约战略实施的关键
问题,并提出解决方案
(3)充分运用物资集约化管理理论及引入相关数学模型,对兴安供电公司
物资集约化管理作出科学客观的评价,为推动兴安供电公司物资集约化朝着更
加高效、完善、精益的方向发展提供可靠的理论依据
