摘 要
在知识经济时代条件下,企业的竞争归根到底是人才的竞争,因此对企业员
工的良好管理和运用是企业在激烈的市场竞争中求得生存与发展的根本所在。由
于企业所面临的内部环境和外部环境的复杂性以及人力资源载体——人的各种复
杂特性,使得在现实实践中,人的行为和企业的预期目标容易发生偏离而导致人
力资源风险。因此,不管是在理论上还是在实践中,企业人力资源管理风险问题
都应该引起更多的关注。

基于以上背景,首先在整理、分析相关研究成果和在实践中的感性认识的基
础上,对人力资源、人力资源管理和人力资源管理风险进行了界定,并且还指出
人力资源管理风险主要来源于人力资源自身的特殊性、人力资源的不善管理以及
人力资源相关法律法规不健全三个方面。通过对九芝堂股份有限公司的实地深入
了解,掌握并详细介绍了九芝堂公司及其人力资源方面的详细情况;并通过深入
分析得出九芝堂股份有限公司人力资源管理的现状及存在的风险,其中风险主要
表现为:人员招聘配置不合理、多种劳动关系纠纷的存在、培训体系不健全、绩
效考核有失公正和薪酬福利体系不完善这五个方面。从人力资源管理的五大模块
分别提出了控制公司人力资源管理风险的一系列激励和约束措施。最后还指出公
司人力资源管理风险控制方案实施的保障条件:完善人力资源风险管理制度、加
强人力资源激励和约束、营造优秀的企业文化、培养专业化人力资源管理人才和
强化人力资源信息管理。

本文通过对九芝堂股份有限公司人力资源管理风险的研究,从而寻求到防范
和控制风险的方法,提高人力资源管理效能,增强企业核心竞争力,使公司成为
人人都向往的工作场所,真正实现公司在人才方面的愿景目标。

Abstract
Under the background of the knowledge economy,the key of the competition of
the enterprises is the competition of talents. So the efficient management of human
resources is essential to the enterprise to survive and develop in the violent market
competition.The inner and outside environment of the enterprise is complicated and
the human as the carrier of the human resources has various characteristics. Therefore,
the departure from the activities of human to the expected object of the enterprise
occurs easily in practice , which brings the risk of the human management
resources.So the risk management of the human resources should be given more
attention both in theory and practice.
Against this background,firstly,the paper defines human resources , human
resources management and human resources risk management and points out that the
risk of the human management comes from the particularity of the human resources
itself,uncompleted management of the human resources and unperfect related law and
regulation of human resources,which based on the consolidation and analysis of
related research achievement and perceptual knowledge in practice .Secondly,the
writer get the materials of the human resources management of Jiuzhitang Co., Ltd
with taking deep field trip.This paper analyses the current situation and risk existing
of Jiuzhitang Co. , Ltd and the risks are mainly manifested in the following
aspects:recruitment of personnel configuration is unreasonable;various labor relations
disputes exist;the training system is unsound;performance evaluation is unfair and
salary and welfare system is imperfect.And then some incentive and restraint
measures have been put forward to control the risk of enterprise human resources
management based on the five modules of human resource management.At last this
paper point out the guarantee conditions of improving the system of human resource
risk ,strengthening human resources incentive and constraint,creating s good
corporate culture, cultivating professional human resources management talent and
strengthening human resources information management.
Based on the results of the analysis of the human resources risk of the Jiuzhitang
Co., Ltd. This pape finds out the methods to prevent and control risk to make the
enterprise become the workplace everyone wants to go and achieve the grand vision
