摘要

智能电网分为智能发电、智能输电、智能变电及智能变电四大部分。智能配

电网为智能电网关键的一环,其直接面向用户,配电网的稳定与否直接关系到用

户满意程度、供电质量的高低,社会、企业、广大群众对电力企业的直观印象。

在过去一段时间,配电网的投资建设相对来说不足,其电网架构、及其自动化程

度较低,与国外相比还有不少的差距。因此,近年来国家给予智能配电网足够的

关注,在全国各省市大规模开展智能配电网建设。D地区也是其中一员,智能配

电网工程建设也与其他工程项目相似,由于缺乏高层支持、质量和成本控制难度

高、用户介入少、施工中的管理规范和各项规章制度不健全,职责划分不明晰,

在建设过程中出现了许多的问题,这些问题影响了工程质量和施工进度,同时也

对人员的安全产生了不良影响。

如何确保智能配电网系统建成过程中的工程质量,是保证智能配电网自动化

工程后期能否稳定、可靠运行的关键。本文结合D市核心区智能配电网工程建设

施工的特点,详细论述D市核心区智能配电网工程建设全过程中所采取的项目管

理方案,包括项目启动准备工作;制定项目的进度计划、成本计划等工作;在工

程实施中从进度控制、成本控制、质量控制等方面全方位的项目管理;项目的验

收、后期管理及评估等各方面工作,剖析现在智能配电网项目管理方面的现状,

发现管理模式的不足。通过与国际先进管理模式相比,找出适合D市智能配电网

工程建设的管理模式。

The smart grid is divided into intelligence generation, intelligence transmission,

intelligent substation and Smart Substation of four parts. Intelligent power distribution

network as a part of smart grid key, the user oriented,distribution network is stable or

not directly related to user satisfaction, power supply quality, society,enterprise, the

masses of the electric power enterprise visual impression. In the past time, distribution

network construction investment is relatively insufficient, the grid structure, and the low

degree of automation, compared with foreign countries there are many gaps. Therefore,

in recent years the state has given adequate attention of smart distribution network, to

carry out large-scale building intelligent distribution network in the provinces and

municipalities. D was one of them, the construction of smart distribution network is also

similar to other projects, due to the lack of top management support,quality and cost

control of high difficulty, user intervention management specification, less in

construction and various rules and regulations are not perfect, the division of

responsibility is not clear, there are many problems in the construction process, these

issues affecting the engineering quality and construction progress, but also produces a

bad effect on the safety of personnel.

How to ensure completion of process system of intelligent distribution network in

the engineering quality, is the guarantee of automation engineering intelligent

distribution network later can stable, reliable operation. Combined with the engineering

construction the core area of smart distribution network D characteristics,project

management scheme adopted in detail D construction core area of smart distribution

network in the whole process, including project start-up preparation; develop schedule,

cost plan project work; control, from the progress in implementation of the project cost

control quality control of project management, such as all-round; all aspects of the

project approval and management and evaluation, analysis of present situation of project

management for intelligent distribution network, the problems found management mode.

Compared with the international advanced management mode, to identify areas

suitable for D intelligent network engineering construction management mode.
