摘要
公路建设工程的特点是影响因素多、工程复杂、投资大、质量要求高,质量
管理是其中最为重要的挑战,木文以质量管理理论作为根木基础,并与宁杭公路
建设工程实际相结合,深入研究公路施工的质量控制管理系统,全面地分析了公
路建设工程的质量控制过程、质量管理的任务、质量控制的依据、质量控制的检
验程序以及检测质量的方法;为了给出行之有效的解决方法,从经济、合同、技
术、组织四个角度,提出了质量控制与质量管理相结合的方法,并且验证了这种
方法的高效性;宁杭公路工程项目建设的标准是以IS09000标准为基本规定,并
与质量管理方法全面结合,借鉴其它控制工程质量的成功经验,施工的关键以三
个方面作为重点考虑因素,也就是在工程前中后期实施各种控制。在施工前就要
对相应的过程控制关键点进行布控,具体分析过程的重要影响因素,积极地去预
防可能发生的问题,采取具体措施排除不利因素。施工过程中需要有具体的质量
管理体系制度相对应,明确划清质量管理责任主体,重视施工过程中的原材源头
管理,特别要对检测的过程高度重视,原材料的质量、搅拌加工的过程,都要在
施工中具体检测、具体控制。为了推广精细化的质量控制管理体系,创建优秀样
板工程,必须要全面广泛落实质优价廉的管理理念,通过开展专项业绩考评、合
同约束和劳动竞赛,加深管理理念,完善评价体系,促进工程质量管理优化。在
施工后期,通过信用档案的指导和监督以及企业和个人对工程的综合评价,完善
质量控制的监督机制。要根据工程实际中的优缺点,运用现代的管理技术,充分
考虑过程控制技术模式,按照相关技术进行合理工程施工。这种质量管理控制理
论的应用很广泛,不但可以对高等级公路工程进行有效控制,也可为其他公路工
程项目的质量管理与控制提供参考和借鉴

ABSTRACT
