摘 要
国有电力施工企业兼具电力行业与建筑施工行业的特点,属于技术密集型兼
劳动密集型企业。在企业的人力资源构成中,核心专业人才是企业发展中的关键
力量,他们在企业的发展中承担着技术创新与进步、工程项目经营管理等核心任
务,是企业实现各项发展目标的重要保证。正确认识电力施工企业中核心专业人
才的重要性和价值,能够在员工中识别核心专业人才,用好核心专业人才,给予
良好的平台,充分挖掘其潜力和能量,是实现企业长远发展战略目标的必要保证
之一
本文通过整理国内外有关人才管理、评价、激励及考核等方面的理论文献,
分析电力施工企业在向“工程管理型”和“施工、运维两栖型”转变的变革发展
过程中可能存在的人力资源管理发展瓶颈,结合阳光电力工程公司核心专业人才
管理工作实际,深入阐述电力施工企业核心专业人才发展现状,对现存问题进行
诊断分析,并提出电力施工企业核心专业人才发展问题的解决对策,探索电力施
工企业核心专业人才发展的新方法、新视角、新思路,推动企业健康快速发展
本文主要创新点如下:一是电力施工企业核心专业人才的构成不仅仅包括技
术管理人员,还应包括经营管理、项目管理人员和技能管理人员。扩大了核心专
业人;d的幅面,有利于更加全面地、细致地、深入地了解核心专业人才管理中的

Abstract
Among technology-intensive and labor-intensive enterprises,state-owned power
construction enterprises have both the characteristics of the electric power industry
and the construction industryAs a part of human resources the core of professionals
play an key role in the enterprise development. They bear the key task of
technological innovation, operation and management of projects and so on,
guaranteeing the achievement of every development goal. To understand correctly the
importance and value of core professionals, identify core professionals from staff and
provide them a good platform to make most of their potential and energy, is among
the necessary guarantees to achieve the long-term development goal.
By studying theories at home and abroad in the fields of human resource
management, evaluation, incentive and assessment and other aspects, this paper
focuses on the potential human resource development bottleneck during the
innovation period of power construction enterprises from project management type
to construction, operation and maintenance amphibious type. Combining with core
professionals management experience of the Sun Power Engineering Company, this
paper makes a profound profile of present development situation of core
professionals power construction enterprises, analysis and solutions of core
professionals development problems, dedicating new methods, new perspectives, new
ideas in the core professionals development in power construction enterprises and
promoting the healthy and rapid development of enterprises.
The main innovations are as follows: Firstly, power construction enterprise core
professionals constitute not only of middle managers and technical managers, but
also of business management and skills management staff. Expansion of core
professional staff breadth contributes to a more comprehensive and detailed, in-depth
understanding of core professionals management problem and propose a solution to
the problems; Secondly, the establishment of corporate professional leaders, provide
a new career path for enterprise core professionals,helped inspire the core
professionals glow with greater enthusiasm and innovation power; Thirdly, sun power
engineering company specimens, analyze and summarize the Electric Power
Construction Enterprise core professionals to solve development problems
countermeasures core professional talent management is also an important reference
value to other industries-
