在知识经济的推动下,世界经济开始逐步呈现出区域性的特征,创新能力成
为衡量各个区域竞争实力和国际地位的重要指标。而作为创新的主体——企业,
其创新水平不仅是提升自身市场占有率、增加创新绩效的重要途径,也是实现区
域内经济快速可持续发展的保障。学者的研究结果表明:在一定的区域范围内,
区域创新环境可以影响创新能力的发展,进而影响该范围内不同企业的创新绩效。
在这一结论的基础上,本文通过探究区域创新环境的状况,全面、客观的认识企
业创新绩效的实际水平,分析区域创新环境与具体行业中的企业创新绩效之间的
相关关系,从而提出相关的改善建议,促进资源的可持续利用和分配。
本文以2002年——2012年这十一年间的辽宁省的环境和电子及通信设备制
造业为研究对象,构建了辽宁省区域创新环境和电子及通信设备制造企业创新绩
效的评价指标体系,并且进行因子分析得到两者的公共因子,将前者作为投入指
标,后者选定为产出指标,在此基础上通过DEA对企业创新绩效进行再评价。
研究结果发现:这十一年的区域创新环境和企业创新绩效存在较为明显的时间差
异,存在资源利用不足的现象;同时,辽宁省区域创新环境虽然对电子及通信设
备制造企业创新绩效有一定的影响,但是其表现并不是特别显著,辽宁省的区域
创新环境表现良好的年份其电子及通信设备制造企业创新绩效并不一定优异。最
后,根据研究结果提出具有可行性的对策建议。

ABSTRACT
With the development of knowledge economy, the world economy began to
appear the regional feature, innovation become the important indicator of regional
competitiveness and international status. And as the innovation subject~Enterprise,
its innovation level is not only to increase their market share and the innovation
performance, but also to achieve rapid economic development in the region .Many
scholar's research results show that in a certain region,regional innovation
environment can influence the development of innovation ability,and then influence
the innovation performance of different enterprises.
This paper takes LiaoNing,s innovation environment and electronic and
communication equipment manufacturing enterprise from 2002 to 2012 as the
research object,and build the corresponding index systems.At first,this paper use the
factor analysis to get regional innovation environment and enterprise innovation
performance's common factors,and the former is selected as input index,the latter is
selected as output index,and then reassesses the enterprise innovation performance by
DEA on the basis of the above. The result showsrAlthought LiaoNing's innovation
environment has influence on electronic and communication equipment
manufacturing industry,the effect is not particularly significant,which year LiaoNing's
innovation environment behaves well does not mean the electronic and
communication equipment manufacturing industry in this year is good.Finally, this
paper proposes related suggestions.
