摘要

随着科技革命变革越来越快,人类社会已步入知识经济,科技创新和进步

己成为推动社会发展的主要驱动力,而人才是支撑科技创新最活跃、最具影响

力的关键因素。近几年来,内蒙古人才队伍建设取得了显著的成效,人才的总

量规模进一步扩大,人才队伍整体素质有提高,人才产出不断增加。然而,在

队伍建设中,还存在着如人才的总量规模不足、人才整体素质层次偏低,高层

次人才、创新型人才匮乏,人才队伍结构失衡、人才产出偏低,等问题,分析

内蒙古人才队伍建设的制约因素,有人才投入不足,投资效益不佳,人才政策

竞争力不强,人才管理机制不完善,人才发展的软、硬环境不良,已经成为制

约内蒙古人才进一步发展的瓶颈。

如何进一步加强人才队伍建设,需要坚持科学人才观,树立人才优先发展

的理念,大力实施“人才强区”战略,抓好人才组织协调和落实,统筹推进各

类人才队伍建设,加大对各类人才的培养力度,完善人才投入政策机制,加大

人才资金投入,提高投入效率,创新完善人才管理机制,突出政策创新,全面

提升引才育才用才水平,加强平台建设,实现人才结构、布局战略性调整和有

效配置,不断优化人才成长环境,营造良好社会氛围。

Abstract

Well great cause, talent-oriented, human resources is the central pillar of

scientific and technological progress,is a well-off society in an important intellectual

support. With human capital in economic development fundamental, decisive role

growing, human resources are replacing physical resources as the primary factor in

supporting development. Inner Mongolia Autonomous Region as the less developed

western minority areas, to achieve the Inner Mongolia into the forefront of the

grand goal,it must be more firmly to the development of talent to promote economic

and social development as a priority. To Inner Mongolia autonomous region's

economy to become intensive, intensive transition to knowledge labor intensive,

human resources has a far-reaching significance.

With the reform and opening up 30 years of development, Inner Mongolia

Autonomous Region's human resources has been further development,but there are

also many problems. In this paper,the full investigation and study,through system

analysis, an overview of Inner Mongolia, the status of human resources, problems,

restricting the Inner Mongolia Autonomous Region to identify human resources t

development constraints. Thinking through the theory, combined with our region's

actual,proposed to strengthen and improve the high-level talents Inner Mongolia

Autonomous Region Development of specific measures and suggestions.
