摘要

风力发电作为一种新型的发电方式,在目前国家大力提倡节能和环保的背景下,

最近正在蓬勃发展。风能作为一种持续的可再生的能源,在当前的全球能源危机日渐

加剧的和环境污染日趋严重的背景下,对于可再生能源和新能源的研究和利用正在变

得更加被人们所重视。风力发电不消耗不可再生能源,和常规燃煤、燃油发电的方式

具有可持续、污染低等特性,风力发电的经济性已经接近清洁煤发电的成本。所以备

受世界各国的关注,目前已在世界上很多的国家得到了广泛的开发和利用。

本文以项目风险管理的理论作为基础,对w公司的风电系统电源开发项目的风险

管理进行了定性和定量的研究。首先对整个项目的进行了风险的解析和识别,从七个

不同的方面进行定性分析,然后使用AHP层次分析法和模糊综合分析法对整个项目进

行了定量分析,最后找出项目的风险最大的方面。并在此基础上对风险较大的几个方

面的控制进行了研究,并给出了具体的规避和解决的措施和方法。

ABSTRACT

^\^id energy as a new way of power generating,In the current under the background of

the government strongly advocated energy conservation and environmental protection,

recently it is booming. Wind energy as a renewable energy, under the background of the

current global energy crisis and environmental pollution increasingly serious, people pay

more attention to research and utilization of renewable energy and new energy .Wind energy

does not consume non-renewable energy, and conventional coal, fuel power generation has

a sustainable,low pollution features, the efficiency of wind power is close to the cost of the

clean coal power generation. So many countries all over the world focus on it, and it has got

many extensive development and utilization all over the world.

Based on the project risk management theory as the foundation, The wind energy

system power supply of W company development project risk management has carried on

the qualitative and quantitative research. First of all, on the entire project risk analysis and

identification, From seven different aspects of qualitative analysis, Then use the AHP

analytic hierarchy process (AHP) and fuzzy comprehensive analysis method has carried on

the quantitative analysis, to the entire project finally find out the risk of the project's biggest.

And on this basis of several aspects of risk control are studied, and gives the specific

measures and methods to avoid and solve.
