摘 要
本文针对红墩子矿区在矿井建设过程中存在的问题,结合矿井人力资源开发
与管理的特点和实际需要,以“兼顾发展,锐意创新”为宗旨,有针对性地借鉴
吸收现代人力资源理论的新成果,采用实证分析和规范研究相结合的方法和先进
的计算技术,较为系统地研究在市场经济中,企业人力资源开发与管理的运行过
程和规律,构筑一个较为完整的煤炭企业人力资源开发与管理的科学体系,为红
墩子矿区投产运营之后人力资源开发与管理的实践提供理论依据。

ABSTRACT
For the deficiency of the Human resources management in State-owned coal
mining enterprises, the paper Combined characteristics of human resources
development and its actual needs to improve management efficiency. By applying the
method of absorbing modern human resources, analyze the results based on
combination of empirical analysis and normative research and state-of-the-art
computing technology,the paper took a research in the operating rules of human
resources development and management in market economy. The outcome of this
research will set up a more complete scientific system regarding human resources
development and management of coal enterprises as well as provide a theoretical
basis for the practice of human resource development and management of Hongdunzi
mine.
